<p align="left">After a week of intense committee deliberations, sometimes extending well into the early morning hours, the first formal resolutions of Continental Congress 2009 have begun to emerge.  On Tuesday, the Congress adopted resolutions aimed to ending the federal income tax fraud and terminating all state and federal firearms regulations as <em>de facto</em> violations of the plain language of the Second<br />
Amendment.</p>

<p>The Income Tax Instruction to the United States Congress adopted by the Continental Congress cites several essential facts in U.S. law, including irrefutable documentation establishing that the 16<sup>th</sup> Amendment is void, <em>ab initio</em>, due to its failure to be properly ratified, and that any direct, un-apportioned tax on the labor of any American is wholly unconstitutional.  The resolution cites the U.S. Supreme Court holding that labor (and the fruits thereof) are, “…the most sacred and inviolable” property of the citizens of the nation.  (Citing <em>Butcher’s Union Co. v. Crescent City Co</em>., 111 U.S. 746, 757)   </p>
<p>The tax resolution also calls for Congress to execute the immediate cessation of the (unlawful) imposition of the practice of withholding of earnings from the paychecks of American citizens and for the Congress to immediately release and restore all citizens wrongfully imprisoned as a result of the “unconstitutional application of the income tax” (laws). </p>
<p>The Civic Actions recommended by the Congress for the People to end the Income Tax fraud include for the People to contact their local sheriff and demand cooperation with the citizenry to provide protection from (unlawful) federal and state tax enforcement actions (including fraudulent, non-judicial “administrative” IRS liens and levys), that citizens prepare to replace or otherwise recall or impeach any sheriff who refuses to protect their local citizens from “…rogue federal agents acting under color of law,” and for citizens to prepare themselves to withhold their monies as a means to secure Redress. </p>
<p>As to the Second Amendment Right to Keep and Bear Arms, the resolution of the Continental Congress declares that all regulations, state and federal, which are repugnant to the express language of the Second Amendment are “…null and void – including but not limited to, illegal and unconstitutional restrictions on open and/or concealed carry.” </p>
<p>The arms resolution calls for the citizenry to coordinate with their local county Sheriff in establishing a Constitutional Militia, inherently separate from the state National Guard.  Such militia would be a constitutional defense force, “comprising all citizenry capable of bearing arms and under proper authority, in defense of themselves and the states.” </p>
<p>Official copies of these resolutions and others will be released shortly for public inspection and distribution.  Committee and sub-committee work on “Remedial Instructions” for state and federal officials will by decree, end at midnight Wednesday (Nov. 18). </p>
<p>Starting tomorrow (Thursday) , the Congress begins two and a half days of intense deliberations, turning their sole attention to debating and adopting a comprehensive set of potent “Civic Actions” every American can implement, <em>en masse</em>, to effect a peaceful restoration of Constitutional Order.</p>
<p>These lawful, (non-violent) civic actions, (fully lawful and protected by the Right to <em>enforce</em> the First Amendment Right to Petition), will be designed to significantly affect the functioning of both state and federal institutions which have been complicit in enabling or otherwise aiding or allowing the destruction of the Constitution and/or the Fundamental Rights of the People.</p>
<p>On Saturday afternoon, the agenda plans for the Delegates set to move to adopt the full package consisting of First Amendment Petitions for Redress of Grievances, “Remedial Instructions” to be served upon state and federal officials, and the slate of “Civic Actions” designed for everyday Americans to implement to resist the tyrants and engage in the battle to restore Liberty. </p>
<p>The final package generated by the Congress will be formally known as the “Articles of Association” and signed (Saturday afternoon) by the Delegates of Continental Congress 2009.  Means are currently being developed for citizens everywhere across America to likewise sign the Articles of Association and join the battle to hold our government accountable to the Law.</p>
<p>The current intent for the Articles of Association is that when “x” million (tbd) Americans publicly commit to personally embrace and execute at least some portion of the (peaceful) plan of Civic resistance, the plan of “Civic Actions” will be fully activated and its full effects soon manifest against our errant institutions of government. More details will be announced following the conclusion of the CC2009 assembly on November 21.</p>

<p>A <a href="http://www.wnd.com/index.php?pageId=115662" target="_top">Colorado</a> sheriff who made headlines for his deliberate non-compliance with the politically correct attitude of his county toward Christmas, today honored the U.S. Marine Corps on its 234th birthday, along with veterans and members of other military branches.</p>
<p>And he implored them to be vigilant now as ever, since their service is not over.</p>
<p>The comments come from <a href="http://www.larimersheriff.org/BullsEye">Larimer County Sheriff Jim Alderden,</a> who occasionally releases a personal column called the BullsEye.</p>
<p>He was in the news in recent Christmas seasons when he scoffed at county rules about using neutral themes such as penguins for Christmas decorations and staged the display of his own traditional Christmas tree and accompanying American themes and decorations at his department&#8217;s facility in Fort Collins, Colo.</p>
<p>Alderden also recently tackled the much-ballyhooed case of a balloon &#8220;accidentally&#8221; released by a family who reported they feared their child was aboard. The two-hour flight of the balloon captured the attention of networks coast-to-coast until it was discovered no child was aboard.</p>

<p>The family later was investigated for allegedly falsely reporting the child was on the balloon.</p>
<p>Alderden spoke a few days ago at the local Marine Corps Ball and released his remarks in today&#8217;s column.</p>
<p>He cited bumper stickers seen on vehicles driven by members of the Marine Corps:</p>
<ul>
<li>U.S. Marines – Certified <a href="http://www.wnd.com/index.php?pageId=115662" target="_top">Counselors</a> to the 72 Virgins Dating Club</li>
<li>U.S. Marines – Travel agents to Allah</li>
<li>The Marine Corps – When It Absolutely, Positively Has To Be Destroyed Overnight</li>
<li>Marine Sniper – You can run, but you&#8217;ll just die tired!</li>
</ul>
<p>Alderden told the Marines that when he was elected 11 years earlier, he decided he wanted his office to be the Marine Corps of law enforcement agencies.</p>
<p>He talked about freedom and liberty, asking the Marines to be ready, now more than ever.</p>
<p>&#8220;I don&#8217;t mean for this message to be overly political, certainly not partisan political, but the Marines have shed blood to defend the Constitution,&#8221; he said. &#8220;I fear what is happening in Washington, D.C., particularly with the over-reach of the federal government, intruding into areas beyond what is authorized in the U.S. Constitution and the Bill of Rights.&#8221;</p>

<p>&#8220;I look at the growth of Muslim extremism, even within our <a href="http://www.wnd.com/index.php?pageId=115662" target="_top">borders</a>, most recently demonstrated just a few days ago at Fort Hood, and I fear for our country,&#8221; he said. &#8220;My message to you is simple: be vigilant. &#8216;Once a Marine always a Marine.&#8217; Your service is not over.&#8221;</p>
<p>He quoted from the Marine Corps oath: &#8220;I do solemnly swear that I will support and defend the Constitution of the United States against all enemies foreign and domestic.&#8221;</p>
<p>&#8220;Foreign – and domestic,&#8221; he said. &#8220;The United States military is the best in the world. We have the best <a href="http://www.wnd.com/index.php?pageId=115662" target="_top">equipment</a>. We have the finest young men and women. If our country fails, it won&#8217;t be because our military is defeated. It will be due to the complacency of the politicians in Washington, D.C., and a failed educational system.&#8221;</p>
<p>He cited some of the early honors earned by the Marines, fighting Muslim pirates in the Barbary Wars in the early 1800s, through the War of 1812, <a href="http://www.wnd.com/index.php?pageId=115662" target="_top">World Wars I</a> and II, and Korea and Vietnam.</p>

<p>Just 12 months after voting by a 53-47 margin to put Barack Obama in the White House, only 43 percent of voters today would re-elect him, according to a new Zogby Internaional–O&#8217;Leary Report Poll.</p>
<p>&#8220;Most voters don&#8217;t trust the president on the number one issue of the day: job creation. On top of that, a surprising plurality of voters, and Independent voters in particular, don&#8217;t side with President Obama on the number one issue to him: whether or not he should be president,&#8221; said Brad O&#8217;Leary, a former NBC Westwood One talk show host and publisher of <a href="http://www.olearyreport.com/">the O&#8217;Leary Report.</a></p>
<p>He&#8217;s also written <a href="http://shop.wnd.com/store/item.asp?DEPARTMENT_ID=6&amp;SUBDEPARTMENT_ID=20&amp;ITEM_ID=2750">&#8220;Shut Up America: The End of Free Speech.&#8221;</a></p>
<p>The pollsters on Nov. 10-12 surveyed 2,879 Americans who had voted in the 2008 presidential election. The results have a margin of error of plus-or-minus 1.9 percent.</p>
<p>The poll asked: If the presidential election were held next month, would you vote to re-elect President Obama or would it be time for someone new in the White House?</p>

<p>The poll showed only 43 percent of Americans who voted in the 2008 presidential election say they would vote to re-elect Obama – a reduction by 10 percent in the votes Obama received on election day last year.</p>
<p>Forty-five percent say they want someone new to be president. Eleven percent say that their vote for or against Obama would depend on who is running against him, and 1 percent are not sure.</p>
<p>Significantly, the poll revealed that only 37 percent of independent voters would vote to re-elect Obama. Forty-six percent say they would like to see someone new. Seventeen percent said they would want to know the opposition first.</p>
<p>Additionally, the poll asked: Please tell me how much you trust the Obama <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116376" target="_top">administration</a> to pass federal legislation to create jobs in 2010?</p>
<p>&#8220;Not at all&#8221; was the response from 42 percent of the voters. Another 11 percent said they do not trust Obama &#8220;much.&#8221; Only about 1 voter in four said they trusted the president &#8220;very much,&#8221; and 18 percent admitted they trusted him &#8220;somewhat.&#8221;</p>

International climate treaty feared for impact on liberties</h4>

<p>A video explaining the dangers of a U.N. treaty proposal promoted by President Obama that critics say would lead to a world government has received more than 3.5 million views since <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=113219">WND broke the story on the ominous possibilities,</a> and now there is word from the Obama <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116256" target="_top">administration</a> the plan might not be going so smoothly.</p>
<p>In the video, Lord Christopher Monckton, a former science adviser to British Prime Minister Margaret Thatcher, asserts the real purpose of <a href="http://en.cop15.dk/">the United Nations Climate Change Conference</a> in Copenhagen Dec. 7-18 is to use concern over &#8220;<a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116256" target="_top">global warming</a>&#8221; as a pretext to lay the foundation for a one-world government.</p>
<p>At the U.N. Climate Change <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116256" target="_top">Conference</a> in Copenhagen &#8220;this December, weeks away, a treaty will be signed,&#8221; Lord Christopher Monckton told <a href="http://mnfreemarketinstitute.org/2009/10/16/monckton-speaks-to-over-700-at-minnesota-free-market-institute-event/">a Minnesota Free Market Institute audience at Bethel University in St. Paul.</a></p>
<p>According to the Minnesota <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116256" target="_top">Free Market</a> Institute, the video, as originally posted, has collected 2.2 million views and almost 700 pages of comments, but there also are more than 100 other cloned versions of Monckton&#8217;s comments on YouTube and the aggregate views exceed 3.5 million.</p>
<p>The video helped launch a national petition drive opposing the Copenhagen treaty at <a href="http://www.nocapandtrade.com/">NoCapAndTrade.com,</a> with its more than 135,000 messages to Congress opposing the plan. It&#8217;s been discussed by Rush Limbaugh, Glenn Beck, Laura Ingraham and Michelle Malkin, among others.</p>

<p>Now there are indications the light of information being spread about the potential problems is casting shadows on the proposal.</p>
<p>&#8220;The more people learn about the supposed issue of &#8216;climate change&#8217; and how green extremists intend to control our lives, the more skeptical they become,&#8221; said Jeff Davis, president of the Minnesota Majority.</p>

<p>Further, Michael Froman, deputy national security adviser for international economic affairs, said in a Bloomberg report today the latest word on Copenhagen is an &#8220;assessment by the leaders that it was unrealistic to expect a full, internationally legally binding agreement to be negotiated between now and when Copenhagen starts.&#8221;</p>
<p>Davis said the impact of Monckton&#8217;s warning is becoming apparent in other ways. He cited a decision just days ago by key U.S. Senate Democrats who confirmed it is unlikely there will be any additional action on climate-change legislation this year. Obama had hoped to pass a cap-and-<a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116256" target="_top">trade</a> energy taxation plan before the Copenhagen conference.</p>

<p>Bloomberg&#8217;s report confirmed leaders from Asia have admitted a binding global-warming <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116256" target="_top">accord</a> isn&#8217;t likely next month.</p>

<p>of the Asia Pacific Economic Cooperation forum in Singapore in which leaders proposed a two-stage approach to follow up the failed Kyoto Protocol, which sought to manage <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116256" target="_top">emissions</a> worldwide but never earned the support of several of the world&#8217;s leading energy-consuming nations.</p>
<p>Danish Prime Minister Lars Rasmussen told Bloomberg there may be no &#8220;legally binding instrument,&#8221; although a political agreement is possible.</p>
<p>The 1997 Kyoto plan is scheduled to expire in three more years, but years of talks already held have failed to produce agreement on energy restrictions.</p>
<p>Instead, Rasmussen has suggested an agreement to cut greenhouse gases, with an outline for a political agreement that would be the subject of further negotiations.</p>
<p>At the Examiner, a <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116256" target="_top">blogger</a> concluded, &#8220;The credibility of global warming theories (and sanctimonious theorists) and any international climate controls are fading with each passing day.&#8221;</p>
<p>Monckton warned in the video that Obama supports the idea and is ready to sign on the dotted line.</p>
<p>&#8220;Your president will sign it. Most of the Third World countries will sign it, because they think they&#8217;re going to get money out of it. Most of the left-wing regimes from the European Union will rubber-stamp it. Virtually nobody won&#8217;t sign it,&#8221; <a href="http://bigironbegfish.blogspot.com/2009/10/just-wow.html">Monckton told the audience of some 700 attendees.</a></p>
<p>&#8220;I read that treaty and what it says is this: that a world government is going to be created. The word &#8216;government&#8217; actually appears as the first of three purposes of the new entity.&#8221;</p>
<p>He has warned the proposal would cede U.S. sovereignty, mandate a massive wealth transfer from the United States to pay reparations for &#8220;<a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116256" target="_top">climate</a> debt&#8221; to Third World countries and create a new &#8220;world government&#8221; to enforce the treaty’s provisions.</p>
<p>Davis also warned that while the apparent uncertainty over the treaty has bought some time, it&#8217;s not enough.</p>
<p>&#8220;Green extremists will be back in force trying to advance both domestic cap-and-trade legislation and an international climate treaty that will rob us of our liberties and grant government more control over our lives,&#8221; he said.</p>

<p>When California Treasurer Bill Lockyer sought a $7 billion federal loan guarantee from Treasury Secretary Timothy Geithner in May, it was a clear indication that states, and not just financial institutions, were struggling mightily to find firm fiscal footing in the face of the Great Recession.</p>
<p>As states continue to grapple with the current harsh economic conditions, the Pew Center on the States has compiled a list of the 10 that are closest to financial collapse, part of a report on the budgetary health of all 50 states. <a href="http://www.pewcenteronthestates.org/initiatives_detail.aspx?initiativeID=55888" target="_blank">The report</a> warns of potentially damaging consequences if states fail to take decisive measures to fix their money woes.</p>
<p>While California&#8217;s economic struggles, such as issuing IOUs to state employees and business contractors, have been well documented, many more states are facing a combination of economic, money-management and political pressures that are driving them to the brink of collapse. The report points out that all states but two &#8212; Montana and North Dakota &#8212; faced budget shortfalls for fiscal year 2010, adding up to an estimated $162 billion in budget gaps. Tax collections in all states declined a record 11.7% from first quarter of 2008 to the first quarter of 2009, and unemployment continued to rise nationally, topping 10% this month.<br />
<strong><br />
The Terrible 10</strong></p>
<p>By combining weighted scores for each state&#8217;s rank in its six contributory factors, Pew created a list of the 10 that are in the highest degree of peril. They are: California, Arizona, Rhode Island, Michigan, Oregon, Nevada, Florida, New Jersey, Illinois and Wisconsin. Close behind those terrible 10 are Colorado, Georgia, Kentucky, New York and Hawaii.</p>
<p>The report also revealed four common problems that hurt the 10 worst states. Several of them are too dependent on a particular industry that has been devastated by the recession, such as gambling in Nevada and tourism in Florida. Many of the states, like California, New Jersey and Illinois, have a long history of borrowing to close budget gaps. Several have legal limitations that prevent them from making adjustments. For example, Oregon has a revenue cap that forces the state to deliver rebates to taxpayers in good times or bad. And most states just put off the tough decisions until it was too late.</p>
<p>Here&#8217;s the worst-10 list in the order that Pew ranked each state, with highlights of what hurt each one:<br />
<strong><br />
California – Budget shortfall: 49.3%</strong><br />
&#8220;California topped all states for the magnitude of its budget shortfall in fiscal year 2010, both in dollars and in share &#8212; in this case, nearly half &#8212; of its general funds, which pay for most state operations.&#8221;</p>
<p><strong>Arizona – Budget shortfall: 41.1%</strong><br />
Like many states, &#8220;Arizona&#8217;s lawmakers relied on one-time fixes to balance its budgets instead of making long-term changes,&#8221; the report said. Lawmakers were still wrestling with a $1 billion gap in this year&#8217;s budget in October.</p>
<p><strong>Rhode Island – Budget shortfall: 19.2%</strong><br />
On top of its poor record of fiscal management, &#8220;Rhode Island constantly ranks near the top of states with the highest unemployment rates, and last year it had the highest home foreclosure rate in all of New England.&#8221;</p>
<p><strong>Michigan – Budget shortfall: 12.0%</strong><br />
&#8220;Two of the Big Three Detroit-based automakers went bankrupt in 2009, sending shockwaves through a state that is on track to lose a quarter of it jobs this decade.&#8221;</p>
<p><strong>Nevada – Budget shortfall: 37.8%</strong><br />
&#8220;Nevada&#8217;s unique gaming-based economy is in jeopardy, as is its state budget that relies on gambling sales to provide 60% of its revenues.&#8221;</p>
<p><strong>Oregon ­– Budget shortfall: 14.5%</strong><br />
&#8220;State revenues plummeted 19% between the first quarter of 2008 and the first quarter of 2009, a reflection of Oregon&#8217;s heavy reliance on income taxes,&#8221; the report said. Voters have rejected adding a sales tax nine times, thwarting attempts at creating a new source of state revenue.</p>
<p><strong><br />
Florida – Budget shortfall: 22.8%</strong><br />
&#8220;For the first time since World War II, Florida&#8217;s population is shrinking. This is a disturbing revelation for a state that has built its economy &#8212; and structured its budget &#8212; on the assumption that throngs of new residents will move to its sunny shores each year.&#8221;</p>
<p><strong>New Jersey – Budget shortfall: 29.9%</strong><br />
&#8220;New Jersey is playing catch-up after years of fiscal mismanagement and a daunting structural imbalance between what it collects and what it spends.&#8221;<br />
<strong><br />
Illinois – Budget shortfall: 47.3%</strong><br />
&#8220;Since the last recession earlier this decade, the state piled up huge backlogs of Medicaid bills and borrowed money to pay its pension obligations,&#8221; the report said. The 2010 budget shortfall topped $13.2 billion, among the worst in the nation.</p>
<p><strong>Wisconsin – Budget shortfall: 23.2%</strong><br />
&#8220;Wisconsin&#8217;s history of budget shortfalls and pattern of borrowing frequently to cover operating expenses, among other measures, made it poorly positioned to weather the most recent severe economic downturn.&#8221;</p>
<p><span style="color: #0000ff">People from Wisconsin;  The question becomes is this reported Wisconsin budget shortfall before OR after the $3 BILLION Dollar heist of the Federal Government &#8220;Stimulus&#8221; package that our dear Socialist Comrade Governor James Doyle fingered and placed in the budget kitty?  Assuming it is after throwing the Stimulus money in the pot; 1) How bad is the Wisconsin Budget without the $3 BILLION? And 2) What the hell are we going to do next year?  I wonder if WEAC will take I.O.U.s?</span></p>
<p><span style="color: #0000ff">Seriously, people of Wisconsin;  Isn&#8217;t it time for us to at least agree to talk about these things when we get together at the taverns, cub scout meetings, school functions, church, parades, etc&#8230;?  What is this crap about not wanting to talk about &#8220;politics&#8221; right now?  Any Wisconsin person who says something like that, when somebody who really cares is trying to talk about these issues so that WE THE PEOPLE can learn something about it and then DO SOMETHING ABOUT our State Socialistic / Unionistic Government, ought to have their heads examined!  Our whole State of Wisconsin could collapse just because some/many of us don&#8217;t &#8220;feel&#8221; like talking about it.  YOU DON&#8217;T HAVE MUCH TIME, FOLKS.  You better starta talk&#8217;n and caring about it,  <span style="color: #ff0000"><strong>but fast!</strong></span></span></p>
<p><span style="color: #0000ff"><span style="color: #ff0000"><span style="color: #0000ff">And now the Federal Government wants to pile on Health Care and Cap and Trade (Tax) to add to the cost of the average Wisconsin family budget by as much as $10,000.00 or MORE a year?  And I suppose the State of Wisconsin &#8220;might&#8221; want to raise our taxes &#8220;just a little bit&#8221; right?  ARE YOU CRAZY?  Do you know how many Wisconsinites DON&#8217;T even have a job?   What is the matter with you State of WI Congressmen?  When are you going to stop listening to WEAC and all the other Unions and do something for the people who put you there in the first place?  BTW: Stealing tax money and doing a &#8220;special&#8221; project for your local community isn&#8217;t going to cut the mustard anymore.  We&#8217;re on to that crapola!  We are sick and tired of you guys manipulating our minds and our communities with &#8220;be quiet presents&#8221;.  That is exactly how we got in this mess and now we understand what you have been doing to us individually, our State of Wisconsin and our country as a whole.  If you want to know where to stick that &#8220;special&#8221; project for our community just before election time, BEND OVER and we&#8217;ll show you!</span></span></span></p>
<p>I have a novel idea!  Why don’t you just let us keep our own money and we’ll do our own special projects?  And, as our money accumulates and we are able to keep more and more of our own earnings and grow and perhaps start our own businesses and hire more people and give them raises, we might even help you out a little as WE decide we want to.  In fact, if you leave us and our earnings alone, we will help out our friends and neighbors in need because we are Godly people who love and care for our neighbors, friends and family.  We see what you did with the money you stole from us turning Wisconsin into the <a href="http://www.taxfoundation.org/files/bp59.pdf">Eighth worse Business Tax Climate State <strong>in the entire country</strong></a> &lt;hotlink.  Now it is time for us to see what we can do with our own money.  Let’s see who does it better, Wisconsin Government or Wisconsinites.  Or, are you planning on destroying the rest of our jobs and our lives?</p>

			<content:encoded><![CDATA[<h3>Regulatory Commissars: Oil Off Limits for Thriving Bears</h3>
<p>Believing themselves to be smarter than the average bear, bureaucrats in the Obama administration continue their quest to create a, well, bear market &#8212; at least for oil. The White House decided to designate more than 200,000 square miles of Alaskan land and coastline as &#8220;critical habitat&#8221; for polar bears &#8212; the same bear population that has reached greater numbers than previously recorded in history. In fact, despite what Al Gore and his fellow global warmists would have us believe, the population has actually risen by 40 percent since 1974.</p>
<p>This new non-endangered species habitat is enormous enough to qualify as the third largest state in the union, placing it between Texas and California in terms of square miles. Former UnitedHealth general counsel and now Assistant Interior Secretary Tom Strickland claimed at a news conference that the greatest threat to the bear is Arctic ice melt and that &#8220;we will continue to work to protect the polar bear and its fragile environment.&#8221;</p>
<p>However, the new designation as a critical habitat is the first step in requiring even more government consideration of the supposed negative effect on the escalating polar bear numbers before allowing oil and gas development. The state of Alaska responded by filing a complaint in an effort to stop the listing under the Endangered Species Act.</p>
<p>In the meantime, some 30 percent of the world&#8217;s gas supplies and 4 percent of the estimated global oil supply will be placed off limits because of this deceitful claim that the polar bear population is endangered. Next up, the loggerhead turtle, which, if listed as endangered, would bring regulations on everything along the eastern seaboard, including what lights you can put on the ocean-facing side of your house.</p>

<p><strong>Utah &#8211; Contrary to his campaign pronouncements to free the U.S. from foreign oil, the Obama administration is blocking oil leases awarded last year</strong>.  The move would put the land off limit to oil and gas exploration.   You can read these articles from the <em><strong><a href="http://www.sltrib.com/news/ci_13515553">Salt Lake Tribune</a>, <a href="http://www.newwest.net/topic/article/interior_halts_some_utah_leases_oks_others_defers_most/C37/L37/">New West</a> </strong></em>and a couple blurbs from the <a href="http://online.wsj.com/article/SB125502810592574097.html"><em><strong>Wall Street Journal</strong></em></a> and on <a href="http://www.nationalparkstraveler.com/2009/10/interior-issues-report-drilling-near-national-parks-utah4714"><em><strong>National Parks Traveler.  </strong></em></a></p>
<p>The bottomline, folks, is that the Obama Administration is PURPOSEFULLY causing electric, heat, gasoline, food and all transportation prices to skyrocket for all Americans &#8211; ON PURPOSE.  If you doubt this writer, would you believe Barack Obama if he told you himself?  Or would you call him a complete liar?  The only question you need to ask yourself is; Is Barack Obama a liar?  If you don&#8217;t think he is a liar that means that you believe him when he says;</p>

<p>As you can see and hear for yourself, besides <strong>SIGNIFICANTLY</strong> raising the cost of living, for all Americans, by purposely causing the production of oil and gas energy to be slowed way down as highlighted above, he and the US Congress wants to tax the living heck out of it, the cost of such taxes to be passed down to every single American who turns on lights and/or heats their home.  Once Barack Obama and his hand selected &#8220;green&#8221; Socialist / Communists accomplish their &#8220;change&#8221; few of us will be able to afford to live anymore.  How are you doing with your bills and taxes right now?  All of your bills, right down to food and all taxes will be going up DRAMATICALLY over the next year.  And most Socialists and all Tories amongst us thinks that is a very very good thing.  Just ask them.  You should consider yourself lucky if you have any &#8220;change&#8221; left in your pocket in about one year. </p>
<p>If we the people would make the &#8216;decison&#8217; to force the Obama Administration to release Oil and Gas drilling leases, <span style="color: #0000ff">WHERE THE OIL and GAS IS</span>, the price of energy would plummet because there are many HUNDREDS OF BILLIONS of barrels of crude oil and untold volumes of natural gas in the Western Federal Lands and Offshore.  The US Government IS selling leases all over America and even offshore in areas that they are confidently sure there is no Oil or Gas. </p>
<p>It is The Liberty Tree Lantern&#8217;s opinion that this sham by the US Government, which is affecting our lives and, combined with this economy and job loss, may even kill some of us this winter, must end.  Letting the Federal Government compel us have to live with icicles hanging from our nostils shouldn&#8217;t be allowed by us &#8211; We The People.   Wake UP, people!  Don&#8217;t let the Federal Government do this to us!  In a &#8220;free&#8221; society, in the end, it is us that borrowed them our authority, we do have the right and the duty to take it back in the face of utter despotism and tyranny.  See: <a href="http://www.ushistory.org/declaration/document/index.htm">The Declaration of Independence</a></div>

<p>NEW YORK – The integration of the United States with Canada and Mexico, long deemed by many as little more than a fanciful &#8220;conspiracy theory,&#8221; was actually an idea promoted by the Council on Foreign Relations and sold to President Bush as a means of increasing commerce and business interests throughout North America, according to a top Canadian businessman.</p>
<p>Thomas d’Aquino, CEO and president of the Canadian Council of Chief <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=113913" target="_top">Executives</a> – the Canadian counterpart to the U.S. Chamber of Commerce – confirmed in an <a href="http://www.metrocorpcounsel.com/current.php?artType=view&amp;EntryNo=10209">interview</a> recently published in Canada the accuracy of what <a href="http://www.wnd.com/news/article.asp?ARTICLE_ID=50618">WND first reported over three years ago:</a> namely, that the Council on Foreign Relations was the prime <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=113913" target="_top">mover</a> in establishing the Security and Prosperity Partnership of North America, or SPP.</p>
<p>Published by the Metropolitan Corporate Counsel Oct. 4, the d’Aquino interview verifies that the creation of the SPP was not a &#8220;conspiracy theory&#8221; but a well-thought-out North American integration plan launched by his organization, the Canadian Council of Chief Executives, along with the Council on Foreign Relations in the United States.</p>
<p> According to d&#8217;Aquino, <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=113913" target="_top">President Obama</a> wants to continue North American integration <a href="http://www.wnd.com/index.php?pageId=109347">under the renamed North American Leaders Summit,</a> provided the North American Competitiveness Council can be recast to include more environmentalists and union leaders.</p>
<p>In the interview, d&#8217;Aquino traced the origin of SPP to his concerns, following the terrorist attacks on 9/11, that &#8220;there was a pressing need to keep the border open for commerce while simultaneously addressing the security needs of the United States and North America as a whole.&#8221;</p>

<p>With this goal in mind, d&#8217;Aquino explained that the CCCE by 2003 had &#8220;launched an agenda that we called the North American Security and Prosperity Initiative, or NASPI.&#8221;</p>
<p>As <a href="http://www.wnd.com/news/article.asp?ARTICLE_ID=56809">WND reported</a> in July 2007, the term &#8220;Security and Prosperity&#8221; was first used by the Canadian Council of Chief Executives in a January 23, 2003, report titled &#8220;Security and Prosperity: Toward a New Canada-United States Partnership in North America.&#8221;</p>
<p>Then, in 2003, d&#8217;Aquino brought the idea to Richard Haass, president of the Council on Foreign Relations.</p>
<p>&#8220;I helped convince Richard Haass at the Council on Foreign Relations that we should put together a trilateral task force to look at the future of North America,&#8221; d&#8217;Aquino said. &#8220;We recruited John Manley on Canada&#8217;s side, along with William Weld, former governor of Massachusetts, and Pedro Aspe, the former Mexican economy minister, who had been so influential in promoting NAFTA.&#8221;</p>
<p>The result was a CFR Task Force on the Future of North America created on Oct. 15, 2004, and chaired by Manley, Weld and Aspe, precisely as d&#8217;Aquino had recommended to Haass.</p>
<p>The CFR Task Force on the Future of North America issued an executive summary, titled <a href="http://www.cfr.org/publication/7912/creating_a_north_american_community.html">&#8220;Creating a North American Community,&#8221;</a> that was issued March 14, 2005, just days before the March 23, 2005, trilateral summit at Waco, Texas, in which President George W. Bush, then-Canadian Prime Minister Paul Martin and then-Mexican President Vicente Fox declared the Security and Prosperity Partnership on their own authority, without any approval from the U.S. Congress.</p>
<p>The final task force report, titled <a href="http://www.cfr.org/publication/8102/building_a_north_american_community.html">&#8220;Building a North American Community,&#8221;</a> was issued in March 2005, immediately following the Waco summit. <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=37000">(Read highlights of the controversial 59-page CFR report – including calls for increased financial aid to Mexico, the creation of a security border perimeter around all of North America, a <em>reduction</em> in border security between the U.S. and Mexico, and the creation of a new North American tribunal to settle disputes.)</a></p>
<p>D&#8217;Aquino agrees that the Council on Foreign Relations task force was instrumental to the trilateral summit in Waco during which the SPP&#8217;s existence was declared, saying in the interview: &#8220;The result of all these efforts [by the CFR Task Force on the Future of North America] was that in 2005, Prime Minister Martin, President Bush and President Fox decided to sign what they called the Security and Prosperity Partnership of North America – the SPP.&#8221;</p>
<p>WND has consistently reported that the two reports issued by the CFR Task Force on the Future of North America constituted the &#8220;blueprint&#8221; for the SPP unveiled at the Waco summit meeting.</p>
<p>The final CFR report included on page xvii a concise statement of purpose: &#8220;The Task Force&#8217;s central recommendation is establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff and an outer security perimeter.&#8221;</p>
<p>D&#8217;Aquino also confirmed, as WND had previously reported, that the North American Competitiveness Council was hand-picked by the Chambers of Commerce in the three countries, without any legislative approval from any of the three nations.</p>
<p>&#8220;At their next summit meeting, in 2006, the three leaders invited leading members of the CEO communities in the three countries to provide private-sector input on issues related to competitiveness,&#8221; he continued. &#8220;From that idea, the North American Competitiveness Council (NACC) was born, to be composed of 10 frontline CEOs from each of Canada, the United States and Mexico.&#8221; That plan was implemented.</p>
<p>&#8220;We produced 10 of our most senior CEOs while the Americans established an executive committee of 15 representing a broad range of large <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=113913" target="_top">companies</a> with rotating memberships. The Mexicans produced some heavy-duty people – many names you know well.&#8221;</p>
<p>As <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=42703">WND reported at the time,</a> the North American Competitiveness Council dominated the third annual SPP summit meeting held in Montebello, Quebec, in Aug. 2007, a fact confirmed by the interview with d&#8217;Aquino.</p>
<p>&#8220;The first meeting of the NACC with the three leaders took place in Montebello, Quebec, in 2007,&#8221; d’Aquino acknowledged. &#8220;Our Mexican and American counterparts graciously asked us to write the first NACC report. It was very well received, albeit heavily criticized by unions on the left and others as elitist: &#8216;Why did these people have access to the national leaders while everyone else was left out?&#8217;&#8221;</p>
<p>The NACC continued to advise SPP leaders behind closed doors at the fourth annual SPP summit meeting held in New Orleans, in April 2008, as <a href="http://www.wnd.com/index.php?pageId=62259">WND reported</a> and as d&#8217;Aquino now confirms: &#8220;The second meeting of the NACC with the three leaders took place at their summit in New Orleans in 2008 – we were in the room with the leaders for a full hour and a half.&#8221;</p>
<p>Whereas Bush was sold on the SPP initiative as a means of enhancing <a href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=113913" target="_top">business</a> and commerce in North America, d&#8217;Aquino explained, Obama would continue with the SPP only if more environmentalists and union leaders were included in the private advisory group that had consisted entirely of business leaders under the aegis of the NACC.</p>
<p>&#8220;When President Obama came to power, he faced a lot of pressure to shelve the SPP and not follow through with the NACC because his advisers were looking for an institution that would also involve environmentalists, union leaders, et al.&#8221;</p>
<p>D&#8217;Aquino argued that the NACC should continue, and, as <a href="http://www.wnd.com/index.php?pageId=109347">WND has reported,</a> the Obama administration is continuing the previous administration&#8217;s pursuit of North American integration.</p>
<p>&#8220;But at the North American Leaders Summit in Guadalajara this summer, President Calderon and Prime Minister Harper both told President Obama that the NACC was very useful,&#8221; d&#8217;Aquino said. &#8220;In fact, the Canadian NACC group met with our prime minister and his key ministers for an hour and a half on the eve of his departure for the Guadalajara summit. He said that, regardless of whether the NACC continues formally on a trilateral basis, he welcomes our advice on trilateral issues.&#8221;</p>
<p>WND has regularly reported that the unannounced goal of the SPP was to create a North American Union, similar to the European Union, by advancing the trade integration realized in NAFTA into continental political integration through the <a href="http://www.wnd.com/news/article.asp?ARTICLE_ID=50618">creation of some 20 trilateral bureaucratic working groups</a> and the <a href="http://www.wnd.com/news/article.asp?ARTICLE_ID=56809">North American Competitiveness Council,</a> composed of 30 North American business executives hand-picked, 10 each by the Chambers of Commerce of the three countries.</p>
<p>The <a href="http://www.wnd.com/index.php?pageId=109347">Obama administration is continuing the SPP initiative under the &#8220;rebranded&#8221; and &#8220;refocused&#8221; banner of the less controversially renamed North American Leaders Summit</a> that first met with Obama in Guadalajara, Mexico, last August.</p>
