Delegates Plan Potent Acts of Civic Resistance

As each of these first resolutions was adopted by the Assembly, they were loudly and spontaneously celebrated by the assembled Delegates, with jubilant energy and great emotion at the emergence of these first acts of nationally organized resistance to emerge from the Congress.   If these initial resolutions are any indication, the Congress clearly has set its collective intent to adopting a volume of provocative and far-reaching “Remedial Instructions” and “Civic Actions” to restore the Constitution, and which effects will soon reverberate from sea-to-shining-sea. Watch the live webcast, see the video archives & donate to help fund the CC2009 event: To obtain the .999 pure silver CC2009 Commemorative Medallion, click on this  special WTP e-store link The Income Tax Instruction to the United States Congress adopted by the Continental Congress cites several essential facts in U.S. law, including irrefutable documentation establishing that the 16th Amendment is void, ab initio, due to its failure to be properly ratified, and that any direct, un-apportioned tax on the labor of any American is wholly unconstitutional.  The resolution cites the U.S. Supreme Court holding that labor (and the fruits thereof) are, “…the most sacred and inviolable” property of the citizens of the nation.  (Citing Butcher’s Union Co. v. Crescent City Co., 111 U.S. 746, 757)    The tax resolution also calls for Congress to execute the immediate cessation of the (unlawful) imposition of the practice of withholding of earnings from the paychecks of American citizens and for the Congress to immediately release and restore all citizens wrongfully imprisoned as a result of the “unconstitutional application of the income tax” (laws).  The Civic Actions recommended by the Congress for the People to end the Income Tax fraud include for the People to contact their local sheriff and demand cooperation with the citizenry to provide protection from (unlawful) federal and state tax enforcement actions (including fraudulent, non-judicial “administrative” IRS liens and levys), that citizens prepare to replace or otherwise recall or impeach any sheriff who refuses to protect their local citizens from “…rogue federal agents acting under color of law,” and for citizens to prepare themselves to withhold their monies as a means to secure Redress.  As to the Second Amendment Right to Keep and Bear Arms, the resolution of the Continental Congress declares that all regulations, state and federal, which are repugnant to the express language of the Second Amendment are “…null and void – including but not limited to, illegal and unconstitutional restrictions on open and/or concealed carry.”  The arms resolution calls for the citizenry to coordinate with their local county Sheriff in establishing a Constitutional Militia, inherently separate from the state National Guard.  Such militia would be a constitutional defense force, “comprising all citizenry capable of bearing arms and under proper authority, in defense of themselves and the states.”  Official copies of these resolutions and others will be released shortly for public inspection and distribution.  Committee and sub-committee work on “Remedial Instructions” for state and federal officials will by decree, end at midnight Wednesday (Nov. 18).  Starting tomorrow (Thursday) , the Congress begins two and a half days of intense deliberations, turning their sole attention to debating and adopting a comprehensive set of potent “Civic Actions” every American can implement, en masse, to effect a peaceful restoration of Constitutional Order. These lawful, (non-violent) civic actions, (fully lawful and protected by the Right to enforce the First Amendment Right to Petition), will be designed to significantly affect the functioning of both state and federal institutions which have been complicit in enabling or otherwise aiding or allowing the destruction of the Constitution and/or the Fundamental Rights of the People. On Saturday afternoon, the agenda plans for the Delegates set to move to adopt the full package consisting of First Amendment Petitions for Redress of Grievances, “Remedial Instructions” to be served upon state and federal officials, and the slate of “Civic Actions” designed for everyday Americans to implement to resist the tyrants and engage in the battle to restore Liberty.  The final package generated by the Congress will be formally known as the “Articles of Association” and signed (Saturday afternoon) by the Delegates of Continental Congress 2009.  Means are currently being developed for citizens everywhere across America to likewise sign the Articles of Association and join the battle to hold our government accountable to the Law. The current intent for the Articles of Association is that when “x” million (tbd) Americans publicly commit to personally embrace and execute at least some portion of the (peaceful) plan of Civic resistance, the plan of “Civic Actions” will be fully activated and its full effects soon manifest against our errant institutions of government. As the debate over an audit of the Federal Reserve intensifies in the House, one camp is trotting out eight academics that it calls a “political cross section of prominent economists.”

A review of their backgrounds shows they are anything but.

In a letter to the House Financial Services Committee earlier this month, all eight wrote that they support the type of amendment now being introduced by Rep. Mel Watt (D-N.C.). Watt’s approach purports to increase Fed transparency while it actually would tighten restrictions on any audits that could go forward.

The letter was sent around Wednesday by Watt’s staff to members of the committee in advance of a vote scheduled for Thursday.

Watt’s measure is in competition with an amendment cosponsored by Reps. Ron Paul (R-Texas) and Alan Grayson (D-Fla.), which would repeal the restrictions that Watt leaves in place.

But far from a broad cross-section, the “prominent economists” lobbying on behalf of the Watt bill are in fact deeply involved with the Federal Reserve. Seven of the eight are either currently on the Fed’s payroll or have been in the past.

The Fed connections are not outlined in the letter sent around to committee members on Wednesday, but are publicly discernible through a review of their resumes, which are all posted online.

In September, Huffington Post reported that the Federal Reserve has accomplished a soft form of effective control over the field of monetary economics simply by employing — and being the means for career advance — for an overwhelming proportion of the discipline.

Now that the Fed is locked in a legislative battle on the Hill, it can call on those economists to give their “unvarnished” opinions to lawmakers.

The connections that the seven economists lobbying Congress have to the Fed are not incidental and four of them maintain current positions.

Let’s run the traps:

Frederic Mishkin is a former board member, having served from 2006-2008. His career at the Fed stretches back to 1977 and he currently holds two positions: one as a member of the Center for Latin American Economics at the Federal Reserve Bank of Dallas, where he’s been since 1996; and another as an academic consultant to the Federal Reserve Bank of New York, where he’s been since 1997.

Anil K. Kashyap is currently a consultant with the Federal Reserve Bank of Chicago, a position he’s held since 1991. He’s also on the economic advisory panel of the New York branch and was a consultant there in 2003. He was a visiting scholar at the division of monetary affairs at the Board of Governors of in1994, 2001 and 2005 and at the division of international finance in 1997.

Pete Klenow was a visiting scholar at the Federal Reserve Bank of Minneapolis from 1994-1999, 2003-2004, 2006 and again this year. From 2000-2003 he was also a senior economist at that branch. He’s currently a visiting scholar at the Federal Reserve Bank of San Francisco, a position he’s held since 2005. He was a visiting scholar at the Federal Reserve Bank of Kansas City from 2004-2006.

Ricardo J. Caballero was a visiting scholar at Federal Reserve Bank of Boston from 2004-2005 and a visiting scholar at the Federal Reserve Board on multiple occasions.

Robert Hall was a research assistant at the Board of Governors of the Federal Reserve System from 1982-1984 and an economist there from 1988-1991.

Thomas Sargent was an adviser to the Federal Reserve Bank of Minneapolis from 1981 to 1987 and continues to write frequently for Fed-sponsored journals.

Micheal Woodford is currently on the Monetary Policy Advisory Committee of Federal Reserve Bank of New York, a position he’s held since 2004. He’s also listed as a consultant to the research department there dating back to 2005. In the past, he’s been a visiting scholar at the Board of Governors and various regional branches in 1987, 1993-1998 and 2000-present, often at multiple banks in the same year.

Economists with Fed connections strongly reject the notion that being paid by the bank influences their thinking. But Robert Auerbach, who spent years investigating the institution and is the author of “Deception and Abuse at the Fed”, says that those economists are simply in denial. “If you’re on the Fed payroll there’s a conflict of interest,” says Auerbach.

The tie between the economists backing Watt’s amendment and the Fed doesn’t by itself mean that it’s bad policy, but it does make clear which amendment is favored by the Federal Reserve. If there’s still any doubt, the e-mail from Watt staff notes that former Fed chairs Alan Greenspan and Paul Volcker also support a version of it.

Meanwhile, a broad coalition of liberal organizations is lining up behind the Paul-Grayson amendment, which also has the backing of most Republicans on the committee.

The AFL-CIO and other labor groups, as well as Americans for Financial Reform signed on to a letter posted Wednesday calling for committee members to back the Paul-Grayson approach.

“In creating the Federal Reserve nearly 100 years ago, the Congress envisioned a central bank free from political pressure. But the structure that may have once ensured independence now appears to put the Fed much closer to the financial industry than the American people, who deserve to know who the beneficiaries are,” reads the letter.

The Fed, in other words, is not presently independent of political pressure, but that pressure comes from Wall Street banks rather than from the American people through their elected representatives.

It’s a distinction that the note from Watt’s staff on Wednesday subtly acknowledges, by focusing on legislative and executive branch pressure, rather than financial industry influence. The Paul-Grayson amendment, it warns, “would place the United States well outside of the mainstream of industrialized nations that shield their central banks from political interference by the Legislative and Executive branches of government, with potentially disastrous results to the U.S. economy.”

Capt. Karl is scratching his head on one part of this article.  The President of the AFL-CIO is a member of the private and exclusive club of megalomaniacs, founded by The Federal Reserve “System” called The Trilateral Commission.  According to their own website their primary directive is to create a One World Government / New World Order.  Such a One World Government would be at the end of the puppet strings of The Federal Reserve cartel of twelve privately owned banks, who created The Trilateral Commission in the first place.  So why is the AFL-CIO bucking the Watt Amendment?  Any comments or info on this readers?   This doesn’t fit any form of logic.  Additionally, as many people know from the 1984 Grace Commission Report, the US Government doesn’t get any income taxes from the American People.  After transfer payments to various Socialist programs, like Social Security and Medicare for example, all income taxes go DIRECTLY to The Federal Reserve “System” for payment on the “Public Debt”.  So EVERY SINGLE PENNY that the US Government spends comes from and is borrowed from The Federal Reserve.  So every single Government program, except a couple of transfer programs, comes from the bottomless money pit at the Federal Reserve, who are the programmers of “The MATRIX” which is our economy based on little pieces of green paper printed out of thin air called FEDERAL RESERVE “NOTES” that our minds have programmed in public schools, the main stream media, The Federal Reserve, and The US Government, to believe are worth 100 cents apiece when in the ‘real’ world, outside of “The MATRIX” which only exists in our minds, they are really only worth 2 – 3 cents now after TARP, Bank and Corporate Bailouts, Stimulus and Socialist spending programs and various Government sanctioned “Ponzi” schemes.  Before this recent accelerated monetary policy programs the Dollar has been worth only 4 cents apiece for decades, even though in our minds we believed that they were worth 100 cents as we have been programmed to believe.  Of course much of the world today is starting to revalue the Dollar to its ‘real’ value of 2 – 3 cents, which will result in “hyperinflation” and, thereby, the total collapse of ‘The MATRIX’ (our economy) that has only existed in our minds for many decades, since fractionalized banking started chipping away from the gold standard and until it completely was eliminated by the US Government, anyway.   The AFL-CIO greatly believes in Socialism and Democracy which is defined as 50% plus one steals the individual rights, liberty, earnings and property, by popular vote and “mob rule”  from the remaining population so that by definition “Democracy” is the purest form of Socialism and/or Communism.  The Constitution, in contrast, “guarantees” a Republican form of government in Article 4 Section 4, so as to protect everybody’s individual unalienable rights, earnings and property from the immoral that would rob and steal and from the mob rule of “The Masses”, as Stalin would advocate.

The AFL-CIO believes in “free stuff” Socialist type programs from the US Government, who gets every single nickel from The FED that they spend.  So the question becomes; Why is the AFL-CIO biting the hand that “ultimately” feeds them from a bottomless pit of printed out of thin air money and whose President is a major member of the Trilateral Commission?  Are they coming to the side of Jeffersonian Constitutionalists now?  And, what about this “broad coalition of liberal organizations that are lining up behind the Paul-Grayson amendment?  Don’t they understand that ALL GOVERNMENT MONEY comes from THE FEDERAL RESERVE and NOT from income taxes?  Haven’t they read the Grace Commission Report?  Without THE FED Socialism and Government “free stuff” couldn’t exist.  I don’t get it?

A Colorado sheriff who made headlines for his deliberate non-compliance with the politically correct attitude of his county toward Christmas, today honored the U.S. Marine Corps on its 234th birthday, along with veterans and members of other military branches.

And he implored them to be vigilant now as ever, since their service is not over.

The comments come from Larimer County Sheriff Jim Alderden, who occasionally releases a personal column called the BullsEye.

He was in the news in recent Christmas seasons when he scoffed at county rules about using neutral themes such as penguins for Christmas decorations and staged the display of his own traditional Christmas tree and accompanying American themes and decorations at his department’s facility in Fort Collins, Colo.

Alderden also recently tackled the much-ballyhooed case of a balloon “accidentally” released by a family who reported they feared their child was aboard. The two-hour flight of the balloon captured the attention of networks coast-to-coast until it was discovered no child was aboard.

The family later was investigated for allegedly falsely reporting the child was on the balloon.

Alderden spoke a few days ago at the local Marine Corps Ball and released his remarks in today’s column.

He cited bumper stickers seen on vehicles driven by members of the Marine Corps:

• U.S. Marines – Certified Counselors to the 72 Virgins Dating Club
• U.S. Marines – Travel agents to Allah
• The Marine Corps – When It Absolutely, Positively Has To Be Destroyed Overnight
• Marine Sniper – You can run, but you’ll just die tired!

Alderden told the Marines that when he was elected 11 years earlier, he decided he wanted his office to be the Marine Corps of law enforcement agencies.

He talked about freedom and liberty, asking the Marines to be ready, now more than ever.

“I don’t mean for this message to be overly political, certainly not partisan political, but the Marines have shed blood to defend the Constitution,” he said. “I fear what is happening in Washington, D.C., particularly with the over-reach of the federal government, intruding into areas beyond what is authorized in the U.S. Constitution and the Bill of Rights.”

“The freedoms and liberties which we enjoy under the U.S. Constitution are under siege,” he said.

He said there has been:

• Legislation being proposed that “infringes” on the right to keep and bear arms.
• Legislation being proposed that violates the people’s rights to be secure in their homes.
• Legislation that authorizes the government to seize businesses.
• Places in the country that are considering allowing Islamic law.

“I look at the growth of Muslim extremism, even within our borders, most recently demonstrated just a few days ago at Fort Hood, and I fear for our country,” he said. “My message to you is simple: be vigilant. ‘Once a Marine always a Marine.’ Your service is not over.”

He quoted from the Marine Corps oath: “I do solemnly swear that I will support and defend the Constitution of the United States against all enemies foreign and domestic.”

“Foreign – and domestic,” he said. “The United States military is the best in the world. We have the best equipment. We have the finest young men and women. If our country fails, it won’t be because our military is defeated. It will be due to the complacency of the politicians in Washington, D.C., and a failed educational system.”

He cited some of the early honors earned by the Marines, fighting Muslim pirates in the Barbary Wars in the early 1800s, through the War of 1812, World Wars I and II, and Korea and Vietnam.

“Panama. Grenada. Iran. Somalia. Lebanon. Liberia. Kuwait. Iraq. Afghanistan. Wherever Americans are in jeopardy, wherever freedoms and liberties are threatened – the Marines are there,” he said.

The day after White House Chief of Staff Rahm Emanuel’s Clintonesque plan to triangulate and divide Republicans and doctors failed a major newspaper published this headline: “Democrats Lose Big Test Vote on Health Legislation.” The title was so fair and balanced many media obsessed White House advisers could have attributed it to Fox News. Yet, it was the New York Times that captured in a well-written, fair and subtle story the depth of the challenge the White House faces in its push to enact major health care reform legislation.

As the Times reported, “[Majority Leader Reid] needed 60 votes to proceed. He won only 47. And he could not blame Republicans. A dozen Democrats and one independent crossed party lines and voted with Republicans …”

The first lesson for the White House in this defeat is that public concern about the deficit is real, not manufactured. Twelve Democrats opposed the Emanuel strategy not just on principle but sound political judgment. Senate Democrats understand that voters, by a two to one margin, want Congress to address the deficit first, then health care. They knew that the effort to spend a quarter of a trillion dollar outside of the reform process was shameless and fiscally irresponsible. As Ron Wyden (D-WA), one of the “no” votes, said in the Times article, “On the eve of a historic debate on health care, it’s essential to show a commitment to real reform,” which includes fiscal responsibility.

The Washington Post – not Fox News – went farther and blasted the Emanuel/Reid triangulation strategy, calling it “nonsensical” and “sleight of hand.” As the Post wrote: “The political imperative is twofold: to make certain that Republicans don’t use the physician payment issue to bring down the larger bill and to placate the American Medical Association … A president who says that he is serious about dealing with the dire fiscal picture cannot credibly begin by charging this one to the national credit card, with no concern for the later generations who will have to pay the bill.”

The nation’s doctors also understood the strategy and weren’t impressed by Emanuel and Reid’s plan to manipulate them into backing off of their support for tort reform. A poll on Sermo.com – a Facebook-like site which represents 110,000 real world physicians who sacrifice their own time to participate in a serious public debate about health care (in contrast to the American Medical Association, which represents itself and its Washington lobbying shop) included troubling results for the Democrats negotiating in secret. Sixty-five percent of nearly 1,000 respondents said they were “very concerned” about the Senate passing a fix for their own profession that was not offset, and 77 percent said they were “very unsatisfied” or “unsatisfied” with the substance of the so-called fix.

If the first lesson is to get serious about the deficit, the second lesson for the White House is to go back to first principles and conduct this effort with more maturity and less partisanship.

When Barack Obama launched his campaign in 2007 he said, “… it’s not the magnitude of our problems that concerns me the most. It’s the smallness of our politics … We have to change our politics, and come together around our common interests and concerns as Americans.”

Why then, on the eve of the most important domestic policy debate in a generation, are the President’s advisers talking about Glenn Beck, Rush Limbaugh and Fox News? Is this really a common interest and concern among Americans? Would the average voter consider this form of politics to be big or small?

By spending time on juvenile and crass partisan strategies the President’s advisers triangulated the wrong target – their own allies. Their tone and tactics united Republicans (all 40 voted against the doctor fix) and caused 12 key allies to fall away.

The Barack Obama I know and worked with in the Senate (through his initiation) is capable of so much more. America needs that Barack Obama to change the tone and go back to attacking problems rather than personalities.

If he does, he’ll find plenty of friends ready to work with him – old and new. Every Republican wants to enact comprehensive health care reform that lowers costs, improves quality and increases choice. No matter how often our motives are questioned we will be ready to discuss plans like the Patients’ Choice Act, which I’m sponsoring with Senator Burr (R-NC) and Representatives Paul Ryan (R-WI) and Devin Nunes (R-CA), that cover more people than the Democrat plans without pushing our economy off a cliff.

Yes, elections have consequences. The White House certainly has the right to continue its clever partisan strategy. Yet, history shows this process will succeed only if it is truly bipartisan. The doctor fix debate showed that partisanship is the far riskier road.

SAN FRANCISCO (MarketWatch) — When the agency that insures traditional pension plans is running a $33.5 billion deficit — the largest in its 35-year history — should you be worried? If you’re a worker or retiree counting on a traditional pension, the answer is probably not. But if you’re a taxpayer, start worrying.

Though it will likely take years, it’s all but inevitable that at some point the Pension Benefit Guaranty Corp., the agency responsible for guaranteeing pension benefits for some 44 million Americans, will need to either cut those benefits or raise a lot of cash, experts say.

Given that slashing payouts to older people is considered political suicide, the likely scenario is that the U.S. government will pony up funds to shore the agency’s finances.

Pensioners “don’t have to worry,” said Douglas Elliott, an author of numerous studies on the PBGC and a fellow at the Brookings Institution, a Washington-based public-policy think tank.

“The taxpayer has to worry. There is no way politically that Congress would let the PBGC fail to send checks to Grandma and Grandpa. Just like they rescued the savings-and-loans years ago without the legal obligation to do it, just like they rescued a number of banks without the legal obligation to do it, they’ll do the same thing with the PBGC if necessary,” Elliott said.

Still, even if the weak economy gets worse before it gets better, and even if more companies with underfunded pension plans go belly up, the PBGC has years before its liabilities become an issue.

“Even in an Armageddon scenario, we’ve got 10 or 15 years,” Elliott said. “Even a badly funded pension plan that gets taken over usually has enough money to pay its claims for 10 to 15 years. The problem is it needs to keep paying for 60 years.”

So far this fiscal year, which ends Sept. 30, PBGC has taken on 94 pension plans, up from 74 in fiscal 2008 as the big pension plans of failed auto-industry firms join those of airlines and steel companies on the long list of takeovers.

A decade of large pension failures

Currently, the PBGC doesn’t receive tax revenues; instead, it’s funded by company premiums and investment returns, plus it collects the remaining and often substantial assets of any pension plans it takes over. But after already taking on nine of its top 10 largest claims since 2001 — the largest claim ever, in 2005, consisted of four United Airlines’ pension plans with a total cost to the agency of $7.2 billion — the current economic downturn has knocked out another swath of companies with traditional pension plans.

Those failures — most notably in the auto-supply industry — have helped triple PBGC’s deficit to $33.5 billion from $11 billion in just the six months from September 2008 through March 2009. Delphi, the nation’s largest auto-parts maker (it spun off from General Motors in 1999), entered bankruptcy four years ago. This July, the PBGC took over its pension plans, at a cost to the agency of about $6.2 billion.

All told, about $11 billion of the PBGC’s higher deficit in recent months is from actual or expected plan terminations. Another $7 billion is from a drop in the interest rates used to calculate how much the agency owes beneficiaries over time. (Lower interest rates push higher the figure for future outlays.) Investment losses drove $3 billion of the deficit.

The agency has been on the congressional hot seat this year since it came to light that former director Charles Millard in 2008 aimed to shift the agency’s assets more heavily into stocks and alternative investments. The agency has since put that investment policy on hold. In April, the PBGC’s portfolio consisted of about 30% equities, 68% fixed-income securities and 1.5% alternative investments.

More like Social Security than FDIC

The PBGC resembles the Federal Deposit Insurance Corp., another quasi-government agency that’s facing financial straits and relies on company premiums to protect regular people — bank customers in the FDIC’s case. The FDIC may need a cash infusion sooner rather than later, given the high number of bank failures recently and the fact that the FDIC must pay out cash to depositors almost immediately. The PBGC has decades before its liabilities become due.

“There’s a point where the Social Security fund starts to run out of money if they don’t change anything. That’s a similar analogy to the PBGC,” said David Kudla, chief executive of Mainstay Capital Management LLC, an investment advisory firm that often works in the auto industry. “At some point, they either need to charge higher premiums or reduce benefits to current beneficiaries or have a capital infusion from the U.S. government,” he said. “The third [option] is probably the most likely.”  - – Folks, the withholding taxes on the average common workingman are going to go up dramatically shortly after the next election to pay for all sorts of Socialist programs.  WHY? ? ?  Because we have looked to unconstitutional government programs to solve problems and issues, when the answers to these problems have always laid with ourselves, local charities, church congregations, friends, family, neighbors and local communities.  If we are to restore our individual wealth, prosperity, freedom and liberty we need only return to our unique American culture, roots, heritage, history, and constitutional principles; which are laid upon the foundation of the golden rule to love our neighbor as ourselves, and to treat others as we would like to be treated ourselves; NOT to expect the cold hand of Government, such as Social Security, Medicare, FDIC, PBGC or Universal Health Care to take care of our individual responsibilities to do these things and take care of these things for our fellow man through our own abilities and means.  We must stop legalized stealing from our neighbors and fellow man who live across our country in the form we call income and other taxes.  We must learn the meaning of freedom as defined by our founding fathers and the 28 Freedom Principles that has provided all of us common working men and women with the ability to become individually wealthy and powerful through the benefits and advantages of liberty. 

Freedom means “without” Government interference or Government stealing in the form of taxation in our lives.  How did we stray so far from our roots to the point that most people don’t even understand or comprehend what I am even writing here.  Those of you who don’t have a clue as to what I am talking about, you have been utterly and completely “Mass Behavior Modified” as the U.S. Government and Health and Human Services calls “brainwashing”; and you don’t even know it.

Because so many of our fellow countrymen have been “Behavior Modified” and, therefore, don’t know, comprehend or understand the one and only “true” definition and meaning of the word “freedom”, nor the vast incredible benefits that mankind can derive from it, this is the very crux of why all of this, including the collapse of our economy is happening to us.  We have lost our way.  We have allowed the dark side of the force to control our minds to the point that we actually believe that wealth can be printed by man out of thin air by a cartel of twelve privately owned (by forty internationally mega-powerful individuals) huge banks called The Federal Reserve “System”.  Would you please ask yourself why you honestly believe that wealth can be printed by the Trillions and Trillions and Trillions out of thin air by man in the form of FEDERAL RESERVE “NOTES”?  And, in addition, don’t you have any idea what a “NOTE” is?  Think, people, snap-out of your stupor!   You are living in a world, an economy based on “NOTES”.  Grab any denomination of dollars out from your wallet right now and look on it for yourself.  It tells you that what you are holding is NOTHING MORE than a “FEDERAL RESERVE ‘NOTE’”…   Wake UP!  Take the God damn Red pill and comprehend that you have accepted I.O.U.s, which is precisely what a NOTE is, for your labor for your whole life, as you have been programmed to do.  Don’t you understand that the dollar WAS, by definition going all the way back to our countries birth, a gold or silver coin, worth an actual value that couldn’t be printed out of thin air?  Our Federal Government, against the LAWS that we wrote upon THEM in the Constitution has duped us into believing that a piece of paper is worth 100 cents, when in reality it was worth 4 cents at best.  We have never been fully paid for our labor and we have never paid for anything in our lives with ‘real’ money, with the exception of gold or silver coin or if any of us used The Silver Certificate that the honorable John F. Kennedy initiated in the mid-late 1950s.  Those were not “NOTES”.  That was real money.  Because The Federal Reserve was on a mission to program and develop “The Matrix” through the Mass Behavior Modification of our minds, to increase their power, influence and profitability many believe that is the reason that JFK was snuffed out in the bizarre still unexplained set of assassinations where JFK’s murderer was “disposed of” before anyone could get the answer out of who hired him for the assassination.   It was only 5 months before that when Kennedy signed the Executive Order that called for Silver Certificates, which were backed by the real assets of God created value in the form of Silver bullion held in Federal Vaults, which would spell the wonderful end of the creation of “The Matrix”, the programming of our minds, the defense of The Constitution and the end of The Federal Reserve “System”; all culminating into the restoration of true freedom, prosperity and the rule of law as we wrote in the Constitution.  The one act would have made contempt for Article 1 Section 8 as supported by the 9^th and 10^th Amendments very difficult by the tyrants in both houses of Congress as they wouldn’t have been able to steal our money in the form of taxation so easily.  Thus we now find ourselves in the straits we find ourselves today such as what is reported in the article surrounding this comment piece.  This has also lead to the GIANT Socialist Ponzi schemes known as Social Security and Medicare, which alone are up to $99 TRILLION Dollars in UNFUNDED liabilities over the infinite horizon.  Where, folks, do you suppose they are going to get that money from?  Bend over and grab the soap, folks, because your taxes are about to skyrocket up after the next election, which, combined with “hyper-inflation” will result in the utter and total collapse of “The MATRIX” (our economy based our minds believing that pieces of paper and ink, called FEDERAL RESERVE “NOTES”, are actually worth 100 cents each.  Hyperinflation is where the entire world revalues the U.S. Dollar to its true “real world”, outside of The Matrix programming of our minds, to the real world value of 2 – 3 cents.  When that happens a loaf of bread will cost us at least $50.00.  A gallon of gasoline will cost us $80.00,” each gallon”.  The cost to fill up the average car will be $1,440.00.  The average monthly heating bill for your home will be $8,000.00.  Your monthly electric bill will cost you even more.  But before that fully happens Government withholding from your weekly paycheck will rise up to as much as 80% of what you earn, JUST to pay for Social Security and Medicare ALONE!

And, all of this because Government’s hand in and control of curriculums in our “public” schools which don’t even teach the true ‘meaning’ of the term FREEDOM nor the 28 canons and principles of it.

The fortunes of the PBGC rise and fall in concert with the broader economy: When it hits a rough spot and company bankruptcies increase, the pension agency is forced to take over more retirement plans. And as companies start failing, their pension plans usually worsen.

Companies’ pension-fund deficits “get worse, sometimes dramatically worse, in the last year or two before they go bankrupt,” Elliott said. Companies may stop paying into the plan, shift assets into riskier investments, or, as in the case of United Airlines, promise larger pension benefits to some workers in exchange for pay freezes.

By the time the PBGC steps in, the promised benefits of a plan usually far exceed its funds. Of course, the PBGC doesn’t always pay what the company has promised.

The maximum PBGC benefit payout for a 65-year-old is $54,000 in 2009 (the maximum generally changes annually). That should be of particular concern to auto workers. PBGC estimates that it guarantees just $42 billion of the $77 billion in unfunded pension liabilities at auto-industry companies.

“Participants in auto-sector pension plans and the other stakeholders of the pension insurance program are at substantial risk of loss if these plans are terminated,” said Vincent Snowbarger, the PBGC’s acting director, in testimony to lawmakers in May. Meanwhile, the fate of GM and other carmakers looms on PBGC’s horizon. Despite some positive economic news of late, it’s too soon to tell whether the carmakers are completely out of the woods. GM’s pension plan performed better than many through the downturn, but was still underfunded by $20 billion according to PBGC estimates in November.

Still, even if the PBGC were to take on that plan, it could help the agency in the short term. “Ironically, if they were to take over some big pension plan like GM’s, it could conceivably be a little longer” before a bailout becomes necessary, Elliott said. “It can turn into something like a Ponzi scheme. They take on more obligations than they can meet, but they get a bunch of cash up front because they take over the assets of the pension plans that are underfunded.”  Isn’t that special?  Sound a little bit like the Socialist programs of Social Security and Medicare which are $99 TRILLION DOLLARS in UNFUNDED liabilities over the infinite horizon themselves?  Sure let’s add PBGC and Universal Health Care to the Party!!  Woo,  Woo!  Pass the bong, man, this is really some good stuff, man!

Can you imagine when every single American soul is dependent upon the US Government just for a roof over our heads and bread on the table?  Don’t you people see where this is all leading us to?  All of this US Government “free stuff” and Socialism, of the dark side of the force, leads us down a dark path and at the end of the path stands the devil who is expecting is due, and he charges us with the cost of our very souls.  Wake UP folks, BEFORE it is too late!  Once they talk us into the admittedly fabulous benefits of accepting MICROCHIPS being implanted into us, we are done for.  Then we will be completely under the control of the Government and nothing but impoverished slaves living in total tyranny  and despotism, with nowhere on Earth to run from the One World Government, ultimately controlled by the bankers /owners of The Federal Reserve “System” where all  of this is leading.  – - Capt. Meanwhile, PBGC’s balance sheet will get a more certain boost when interest rates rise again, because higher rates reduce what the agency must set aside to cover future liabilities.

“You end up with a history of the PBGC’s deficit bouncing up and down fairly wildly based on what happens to the markets and to the economy,” said Dallas Salisbury, president of the Employee Benefit Research Institute, a Washington-based nonprofit group.

“If interest rates go down then suddenly you have a bigger liability. If rates go up then your liability magically shrinks,” said Salisbury, who was an assistant to the PBGC’s executive director in the late 1970s.

Also, some note the PBGC is on better financial footing than its looming deficit indicates because the agency’s method for calculating its liabilities may overstate its obligations.

“They do a survey of insurance companies to get the prices of group annuity contracts. Those are generally pretty low rates, so that increases liability,” said Mark Warshawsky, director of retirement research at consulting firm Watson Wyatt, and former assistant secretary for economic policy in the Treasury Department.

A bigger board of directors?

Even as the agency faces its largest-ever deficit, some in Congress are calling for a change to the agency’s governance structure. The agency’s three-member board is comprised of three Cabinet-level appointees, the heads of busy departments — Treasury, Commerce and Labor. That’s cause for worry, according to a recent GAO report.

“It’s very difficult for a three-member board that has so many other responsibilities to provide the kind of attention to the corporation that it really needs,” said Barbara Bovbjerg, director of education, workforce and income security issues at the GAO. The GAO recommends a larger board that doesn’t turn over when a new administration comes into office.

“Governance isn’t going to be the answer to PBGC’s financial problems, but they face so many challenges that it’s really a necessary ingredient of managing the challenges that they have,” Bovbjerg said. Senator Herb Kohl, D-Wis., and others introduced a bill in July to change the agency’s oversight structure.

Still, a PBGC spokesman and others noted that each board member has a representative who works full time on PBGC issues.

Retirees: What’s next?

Given the upheaval at companies that offer traditional pensions, people who expect a pension should monitor their company’s financial health, Kudla said. It’s prudent to assess how a PBGC takeover might affect your future payments, he said.

Kudla suggests some people might do better taking a lump-sum distribution from their company before that happens — if that option is available. He also suggests keeping an eye on the PBGC maximum. If your expected pension is at or below the maximum, a PBGC takeover should not change your benefits.

If taxpayers do eventually bail out the PBGC, it could be a bitter pill for some of them. “You would be getting a bailout from taxpayers who never had a defined-benefit plan,” Bovbjerg said. “If you have a 401(k), you don’t have guarantees like that,” she said.

“It’s easier to talk about funding rules and the PBGC than to bring up the broader issue of secure retirement. But really that’s what is fundamentally at issue. What are Americans going to live on in their old age?”

Regulatory authorities have licensed pandemic vaccines in Australia, China and the United States of America, soon to be followed by Japan and several countries in Europe.  The length of the approval process depends on factors such as each country’s regulatory pathway, the type of vaccine being licensed, and the stage of manufacturers’ readiness to submit appropriate information to regulatory authorities.

THE NEED

The WHO currently estimates worldwide production capacity for pandemic vaccines at approximately 3 billion doses per year.  While this figure is lower than previously projected, early data from clinical trials suggest that a single dose of vaccine will be sufficient to confer protective immunity in healthy adults and older children, effectively doubling the number of people who can be protected with current supplies.

These supplies will still be inadequate to cover a world population of 6.8 billion people in which virtually everyone is susceptible to infection by a new and readily contagious virus. Global manufacturing capacity for influenza vaccines is limited, inadequate and not readily augmented.

Centers for Disease Control And Prevention

Title 42 United States Code Section 264 (Section 361 of the Public Health Service [PHS] Act) gives the Secretary of Health and Human Services (HHS) responsibility for preventing the introduction, transmission, and spread of communicable diseases from foreign countries into the United States and within the United States and its territories/possessions. This statute is implemented through regulations found at 42 CFR Parts 70 and 71. Under its delegated authority, the Centers for Disease Control and Prevention (CDC) is empowered to detain, medically examine, or conditionally release individuals reasonably believed to be carrying a communicable disease.

Under the procedures required under the PHS Act, the list of diseases for which quarantine is authorized must first be specified in an Executive Order of the President, on recommendation of the HHS Secretary. By amending the list to include types of influenza that either cause or have the potential to cause a pandemic, HHS is simply taking the pragmatic step of readying all options as it monitors the emergence of these viruses and makes plans to prevent their spread.

In the event a passenger infected with a novel influenza strain were to arrive in the United States on board an international conveyance (e.g., boat, airplane), the Executive Order provides HHS with clear legal authority to isolate an ill passenger to prevent the passenger from infecting others. This authority would be used only if someone posed a threat to public health and refused to cooperate with a voluntary request.

In general, CDC defers to the state and local health authorities in their primary use of their own separate quarantine powers. Based upon long experience and collaborative working relationships with our state and local partners,  CDC continues to anticipate the need to use this federal authority to quarantine an exposed person only in rare situations, such as events at ports of entry or in similar time-sensitive settings.

… HHS has recommended that influenza caused by new or re-emerging influenza viruses that are either 1.) causing a pandemic or 2.) are not in global circulation among humans and have the potential to cause pandemics should be added to the list of communicable diseases for which apprehension, isolation, detention, or conditional release are authorized.  This recommendation is based not on intent to impose any quarantine restrictions right now, but rather so that the United States is prepared to respond efficiently and effectively in case of an emergency outbreak situation caused by these influenza viruses, which pose a real threat of global pandemic.

VeriChip shares Jump after H1N1 patent license win.

(Reuters) – Shares of VeriChip Corp (CHIP.O) tripled after the company said it had been granted an exclusive license to two patents, which will help to develop implantable virus detection systems in humans.

The technology will combine with VeriChip’s implantable Radio Frequency Identification Devices (RFID) to develop virus triage detection systems.

The triage system will provide multiple levels of identification – the first will identify the agent as virus or non-virus, the second level will classify the virus and alert the user to the presence of pandemic threat viruses and the third level will identify the precise pathogen, VeriChip said in a white paper published May 7, 2009.

Patent 7,492,254 covers a number of transportation and homeland security markets for reading disposable wireless RFID sensors with cell phones, to allow government officials, DoD, police, the shipping industry, and consumers to immediately identify threats with their cell phones.  The patent specifically covers the screening of shipping boxes, containers, trains or aircraft with RFID cell phones.

The Chairman’s Mark would require CMS to complete development of the comprehensive “One PI” Integrated Data Repository (IDR). The “One PI” IDR would expand existing program integrity data sources and expand data sharing and data matching across Federal health care claims and payment data (including HHS, SSA, the Departments of Veterans Affairs (VA), Defense (DoD), and Justice (DoJ)).

The “One PI” IDR would enable existing and new data sources to be integrated, such as:

1. Quality-of-care under fee for service, managed care, and waivers.
2. Medicaid encounters data.
3. Health plan performance.
4. Ownership, control and business relationships.
5. Survey and certification
6. Resident / patient neglect or abuse.
7. Adverse action (Isn’t that Special?  They mean adverse to Government “orders”.)
8. Site visits.
9. Penalties and settlements.
10. Data on results from other program monitoring.  (You can just about imagine the menagerie of “programs” the Government would monitor for compliance. )

The creation of ONE centralized database where vast amounts of data on US citizens will be located and maintained. This “information” will come, or get populated from all key federal, state and newly created databases. The one critical element to manage the database is a “unique number” for each person in the database. (You want healthcare for “everyone” correct.) The nation will not have 100% physical coverage to answer issues that relate to a Pandemic, national disaster, civil disorder or other significant events unless all persons on US soil are implanted and TRACKED. Health care must cover illegal aliens as well as all US citizens.

It comes to my attention, however, that the Federal Governments constant misinterpretation of the “Commerce Clause” which states that Congress shall have the power “[t]o regulate Commerce with foreign Nations, and among the several States….”33  may still provide for some level of concern.  In many contemporary articles it has been largely concluded that in the 1700s the term “regulate” only meant to “promote” not infringe and therefore the contemporary legal interpretation is quite literally an antonym of the true Constitutional meaning by our founding fathers.  As such this one word has resulted in a great disservice to our freedom, rights and economy over the last ten decades.

 I suspect that with the imminent collapse of our economy resultant (after a short term boom that I have coined; “The Supernova Effect” similar to that experienced just prior to Black Friday of 1929) from this misinterpretation and misapplication of this term/clause along with the misinterpretation and application of the General Welfare Clause, will soon result in either the legal reversal of these interpretations and applications, at the Supreme Court level, or certain public revolt resulting from the economic and taxation calamity that remains before us,  just over the time horizon.  This, of course, would induce and tempt public officials to utilize “serious crisis” to usurp further powers that we the people did not authorized in The Constitution that we wrote, established and ordained on our Government which would, unimpeded, naturally result in utter despotism. 

 None-the-less such tyrannical actions would facilitate the obvious desire of self survival of Government power in terms of both size and scope.  In reality and all commonsense, if the Government is to remain “in power” at the full size and scope it currently has thus far usurped and enjoyed, what choice does it have but to proceed among Constitutionally contemptuous avenues when the complete economic collapse becomes readily apparent and the otherwise normal controlling effects of taxation (and tax credits) are no longer applicable and, indeed, true freedom, but unfortunately with ‘temporary’ but severe economic hardship, culminating in the restoration of Constitutional Principles as they ‘were’ intended, is thus restored?  It seems rather self-evident that the Government would play the “for public protection and best interests” card to induce at least the Tories and the cowards into submission and worry about the brave as they naturally separate out amongst the population in the process. 

 Such restoration of freedom principles and rebellion in favor of them, resultant from the collapse of The Matrix (our economy based on Monopoly money printed out of thin air) may result in the economics and liberty of pre-1913 (pre-General Welfare, pre-Commerce Cause misinterpretation and application, pre-Federal Reserve Act and pre-Sixteenth Amendment yielding incomprehensible savings of financial assets in the hands of the American people and our economy) when individual economic wealth expansion rates and individual power, for the vast majority of Americans, over Government was the envy of the world and resulted in the greatest individual prosperity growth in liberty the world has ever known.  In my personal opinion I don’t believe that the power and money corrupted ravenous hearts and minds at all levels, elected and nonelected, Democrat or Republican, in our Government and the Federal Reserve “System” (Cartel of 12 private banks) believe they can afford (or survive) that.  And, ultimately, that is the concern that is resulting in serious, logical and sensible growing mistrust of Government amongst a very large and expansive segment of our fellow countrymen.  And, therefore and thereby, why eternal vigilance in the face of the “Supernova Effect” or the alternate possibility of “The China Syndrome” (China and other nations selling out of American CDOs, U.S. bonds, and Dollars resulting in overnight hyper-inflation thus a nuclear financial core meltdown), with regards to any “serious crisis” as defined by Government (here or International such as United Nations / WHO), is the better part of discretion.

I forward this to show you that this public threat on our freedom does exist in Massachusetts.  This is scary..  This Government has the power to force isolation on anybody who refuses the H1N1 vaccine which has been shown to cause Autism and several other disorders?  Does Doyle have the power to sign an executive order that would put something like this in place “overnight”?

If anything like this comes up for the State of Wisconsin, I sure hope you will let me know right away.

I do know that Gov. Doyle has signed E.O. # 280 Proclamation Declaring a Public Health Emergency, attached.  I also know that the World Health Organization (WHO) has declared a code 6 level pandemic for the H1N1 which authorizes and requires vaccinations or quarantine.

I also have other concerns regarding economic influences that may induce Government authorities to come up with “reasons” for suspending Constitutional law.  I know that the U.S. Government “never wants a serious crisis to go to waste”.  I also know that they know what is going to happen if they raise taxes to the level that they must to sustain spending levels.  This “pandemic” according to recent reports of less health concern than the common flu, seems to be the perfect excuse to start tearing apart our Constitutional safe guards in a surprise attack to actually fend off problems resultant from the economic realities resultant from decades of Constitutional contempt with regards to, but not limited to, Article 1 Section 8 as further supported by the 9^th and 10^th Amendments in The Bill of Rights.

I pray that you will be my eyes and ears at the State Capitol with regards to this highly alarming matter.

 Pandemic Bill Passes House – Not over yet !!!

The Massachusetts House of Representatives passed H-4271 in formal session on October 8^th, 2009 by a vote of 114 yeas – 36 nays. (View Session Archive here: begins at 54 minutes)  The purpose of this bill is to remove all liability for the manufacturers and administrators of this under tested H1N1 vaccine.

 Mission Accomplished.

Interestingly enough, where 36 State Senators voted for S-2028 in a unanimous decision, 36 state Reps opposed the House version. The efforts of the MassLPA membership went not in vain, but in fact raised sufficient suspicion in the minds of many state representatives to get an equal amount of opposition in the House as proposition in the Senate. The roll call vote shows who the Representatives are that have paid homage to the Big Pharmaceuticals and Big Government lobbyists and which Reps. listened to their hearts and constituents to uphold our constitutional rights.

Hats off to State Reps. George Peterson and Brad Jones for speaking in behalf of the concerned citizens in a failed (22-124) effort to postpone this hearing and State Rep. Lewis Evangelidis for his statements against H4271.

In a public Statement by State Rep. Jeff Perry we find that his support for this bill does not address the most egregious aspects but focus on the warrant less searches and seizures, which was of course planted in the bill so that it could be the piece which if removed would be perceived as a victory for the civil liberties activists.

There are still many unconstitutional provisions left in the bill. Please contact your Reps. and Senators and tell them that you want your rights protected as that is why they were elected.

• Persons violating unconstitutional orders of a local public health authority shall be punished by Up to: 6 months imprisonment / $1000 fine (lines 77-80)

• Government control over: transportation, materials, facilities, including but not limited to: communications, carriers, public utilities, fuels, food, clothing, shelter (lines 81-84)

• Determination of reasonable cause to believe that a “condition dangerous to public health” (could include firearms) exists or may exist authorizes: investigation, isolation, quarantine, obtain medical records and other information, monitor, prevent, control (lines 134-35, 204-210) Notwithstanding and regardless of any GOAL position, the chief author of the Model State bill used to craft S-2028 / H-4271 wrote / testified / promotes proven false theory that: “Firearms are a public health crisis … firearms actually make the public less safe.” H-4271 fails to exclude and protect 2nd Amendment / Article XVII well-regulated right to keep and bear tools from being determined by health authorities to be a “condition dangerous to public health”

• Forced isolation / quarantine to other private or public premises / area i.e. kidnapped / taken to undisclosed location / camp (lines 219-222)

• May take such action to assure maintenance of public health / may establish procedures to ensure continuation of essential public health (lines 4-14) >> too vague; opens door to abuse

• Not included: provision for just compensation for damages
