<h1 class="head">Offshore Drilling Up to Senate After House Passage</h1>

<div><span><strong>WASHINGTON —  Offshore oil drilling, which has dominated energy debates in the presidential campaign, is now coming to the Senate.</strong>The House late Tuesday approved on a 236-189 vote legislation that would open waters 50 miles off the Pacific and Atlantic coasts to oil and natural gas development — if the adjacent states agree to go along.</span></div>
<div><span>The legislation now goes to the Senate, where Democratic leaders are expected to mold it to their liking in the next few days.</span></div>
<div><span>So far, the Senate has indicated it has no intention of going as far as the House in expanding offshore oil and gas drilling beyond the western Gulf of Mexico, where energy companies have been pumping oil and gas for decades.</span></div>
<p><span>At least two proposals being crafted in the Senate would allow drilling in some areas along the southern Atlantic from Virginia to Georgia. But the Pacific and remainder of the Atlantic seaboard would not be affected.</p>
<p>Senate Majority Leader Harry Reid, D-Nev., also has said he would make way for a vote on a broader Republican drilling proposal that would allow states to opt for offshore exploration from New England to the Pacific Northwest and share in the royalties that are collected.</p>

<div class="quigo quigo1">Congress has renewed bans on drilling off the Atlantic and Pacific coasts and the eastern Gulf of Mexico off Florida annually for the past 26 years.</div>
<p>But expanded offshore drilling has become a mantra of GOP energy policy that has been felt in both presidential and congressional campaigns, even though lifting the drilling ban would have little if any impact on <a class="iAs" href="http://captkarl.blogivists.com/wp-admin/#" target="_blank">gasoline prices</a> or produce any more oil for years.</p>
<p>Republican presidential nominee <a class="iAs" href="http://captkarl.blogivists.com/wp-admin/#" target="_blank">John McCain</a> vowed at the recently concluded GOP convention to push for new offshore oil and natural gas drilling as delegates chanted &#8220;drill, baby, drill.&#8221; His Democratic rival, Barack Obama, also has said he supports more drilling as part of a broader energy package.</p>
<p>But in the Senate the issue of drilling remains divisive.</p>
<p>No matter what the proposal, it is expected to face a filibuster and no one has yet to predict with certainty that any drilling bill will garner the 60 votes needed to overcome such a roadblock.</p>
<p>The drilling measure passed late Tuesday in a largely party-line vote by the House is unlikely to survive the Senate.</p>
<p>President Bush, who has called for ending the offshore drilling bans, signaled he would veto the legislation if it reached his desk, arguing that it would stifle offshore oil development instead of increasing it.</p>
<p>House Speaker Nancy Pelosi, D-Calif., called the bill &#8220;a new direction in energy policy &#8230; that will end our dependence on foreign oil&#8221; by shifting federal subsidies from promoting the oil industry to spurring development of alternative energy sources and energy efficiency.</p>
<p>The House measure would allow drilling in waters 50 miles from shore almost everywhere from New England to Washington state as long as a state agrees to go along with energy development off its coast. Beyond 100 miles, no state approval would be required. The drilling ban would remain in the eastern Gulf of Mexico.</p>
<p>But Republicans called the drilling measure a ruse to provide political cover to Democrats feeling pressure to support more drilling at a time of high <a class="iAs" href="http://captkarl.blogivists.com/wp-admin/#" target="_blank">gasoline</a> prices.</p>
<p>&#8220;How much new drilling do we get out of this bill? It&#8217;s zero. Just zero,&#8221; declared House Republican leader John Boehner of Ohio. &#8220;It&#8217;s a hoax on the American people. This is intended for one reason &#8230; so the Democrats can say we voted on energy.&#8221;</p>
<p>The bill would not share royalties from energy production with the adjacent states, which Republicans said would keep states from accepting any new drilling off their beaches. Republicans also cited Interior Department estimates that 88 percent of the 18 billion barrels of oil believed to be in waters now under drilling bans would remain off-limits because they are within the 50-mile protective coastal buffer.</p>
<p>The House-passed bill calls for rolling back nearly $18 billion in <a class="iAs" href="http://captkarl.blogivists.com/wp-admin/#" target="_blank">tax breaks</a> over 10 years for the five largest oil companies and using the revenue for tax incentives to help commercialize alternative energy such as solar, wind and biomass, and programs that foster energy efficiency.</p>
<p>The bill also would require the president to make available oil from the government&#8217;s Strategic Petroleum Reserve. Pelosi said such a move is needed to drive down gasoline prices, although oil prices have dropped dramatically in recent weeks and many energy experts believe gasoline prices will fall as well after refineries recover from Hurricane Ike.</p>
<p>Democrats added a provision at the last minute that makes it a federal crime for <a class="iAs" href="http://captkarl.blogivists.com/wp-admin/#" target="_blank">oil companies</a> with federal leases to provide gifts to government employees, a response to a recent sex and drug scandal involving the federal office that oversees the offshore oil royalty program and energy company employees.</p>
<p>The House bill also would:</p>
<p>—Provide tax credits for wind and solar energy industries, the development of cellulose ethanol and other biofuels.</p>
<p>—Require utilities nationwide to generate 15 percent of their electricity from solar, wind or other alternative energy sources.</p>
<p>—Give tax breaks for new energy efficiency programs, including the use of improved building codes, and for companies that promote their employees&#8217; use of bicycles for commuting.</p>

The Nancy Pelosi anti-energy bill would continue the faulty policy of preventing us from exploring for oil and natural gas in Alaska and in most areas off our coasts. </span></p>

What&#8217;s worse, the bill would impose $30 billion in NEW TAXES on energy production! This is not a pro-supply energy bill; it is only a farce.</span></p>

<p class="MsoNormal" style="margin: 0in 0in 0pt"><span style="font-size: 10pt;color: #000000;font-family: Verdana">The vast majority of our hardships are as a result of a U.S. Congress that has no respect for the rule of law, what-so-ever.<span>  </span>The majority of the men and women in Congress are little more than hoodlums, tyrants and despots of the most heinous kind.<span>  </span>They are beguiling minions of the devil himself who I can’t decide whether it is Congresswoman Majority Speaker Nancy Pelosi or Senator Harry Reid.<span>  </span>For what they have done to The Constitution of The United States of America this writer believes is nothing less than treason and they should be hung.</span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt"><span style="font-size: 10pt;color: #000000;font-family: Verdana"> </span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt"><span style="font-size: 10pt;color: #000000;font-family: Verdana">I have spent over 1 ½ years researching what the U.S. Congress has done in terms of unconstitutional acts and it is extraordinary.<span>  </span>Even you reading this who have never read The Constitution can very simply understand how The U.S. Congress has violated the law of the 9<sup>th</sup> and 10<sup>th</sup> amendments.<span>  </span>Read these short but concise laws which are the very ultimate supreme law that supersede and are above all laws enacted by Congress:</span></p>

<p class="heading" style="margin: auto 0in"><span style="font-size: 10pt;color: #000000;font-family: Verdana"><span> </span></span><a name="9"></a><span style="font-size: small"><span style="font-family: Times New Roman">Amendment IX</span></span></p>
<p><span style="font-size: small"><span style="font-family: Times New Roman">The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.</span></span></p>

Congress may exercise only those powers that are granted to it by the Constitution, limited by the </span><a title="Bill of Rights" href="http://en.wikipedia.org/wiki/Bill_of_Rights"><span style="font-size: small;font-family: Times New Roman">Bill of Rights</span></a><span style="font-size: small;font-family: Times New Roman"> and the </span><a title="Article One of the United States Constitution" href="http://en.wikipedia.org/wiki/Article_One_of_the_United_States_Constitution#Powers_of_Congress"><span style="font-size: small;font-family: Times New Roman">other protections found in the Constitutional text</span></a><span style="font-size: small"><span style="font-family: Times New Roman">.</span></span></span></p>
<p><span><span style="font-size: small;font-family: Times New Roman">The classical statement of a government of enumerated powers is that by </span><a title="Chief Justice of the United States" href="http://en.wikipedia.org/wiki/Chief_Justice_of_the_United_States"><span style="font-size: small;font-family: Times New Roman">Chief Justice</span></a><span style="font-size: small;font-family: Times New Roman"> </span><a title="John Marshall" href="http://en.wikipedia.org/wiki/John_Marshall"><span style="font-size: small;font-family: Times New Roman">Marshall</span></a><span style="font-size: small"><span style="font-family: Times New Roman"> in <em><a title="McCulloch v. Maryland" href="http://en.wikipedia.org/wiki/McCulloch_v._Maryland">McCulloch v. Maryland</a>:</em></span></span></span></p>
<p><span><span style="font-size: small"><span style="font-family: Times New Roman">This government is acknowledged by all, to be one of enumerated powers. The principle, that it can exercise only the powers granted to it, would seem too apparent, to have required to be enforced by all those arguments, which its enlightened friends, while it was depending before the people, found it necessary to urge; that principle is now universally admitted.</span></span></span></p>
<p><span style="font-size: small;font-family: Times New Roman">These, folks, are the specific things that should have been drilled into our heads when we were in school.<span>  </span>We should have memorized them word for word, because if we had the vast majority of us, INDIVIDUALLY, would be far wealthier and certainly live in true freedom.<span>  </span>For the Federal Government would be a very small office, by today’s standard, in deed.</span></p>
<p><span style="font-size: small;font-family: Times New Roman">Then the sovereign and independent State Governments would be far larger and more powerful than they are today, but they would be forced to compete for us.<span>  </span>They would be forced to provide the best possible environment for us to be independently successful, create wealth and have as much freedom and few laws as possible.<span>  </span>Because, if a State taxed us too much or made too many restrictive laws, we would simply move ourselves and our wealth to a better State that knew how to treat their free masters.</span></p>
<p><span style="font-size: small;font-family: Times New Roman">The first step in restoring our freedom and prosperity is to realize the </span><span style="font-size: 10pt;color: #000000;font-family: Verdana">propriety of Mr. James Madison’s statement in the first paragraph above; for without the “sense” of its meaning <span style="color: #00ffff"><span style="text-decoration: underline">as intended</span> in every single nuance of each and every word, in spirit and intent </span>and importance the security of our prosperity and freedom is not secure from the ravages of The U.S. Congress.</span></p>

<p><span style="color: #00ffff">Most of the U.S. Congress is not only NOT going to help you, the majority want to hurt you and worse destroy freedom (which means freedom FROM Government).  It is their intent to make the vast majority of us dependent on them.  This is their &#8220;Prime Directive&#8221; along with a One World Government under the Trilateral Commission whose leaders and founders are the owners of the PRIVATE CORPORATION called THE FEDERAL RESERVE which is privately owned by forty mega-powerful men who have almost complete control over our Federal Government and our daily lives.  They also control and program &#8221;The Matrix&#8221;.  The (IRS) <strong>&#8220;AGENTS&#8221;</strong> work for them, just like the &#8220;Agents&#8221; in the movie.  This fact is provable by the Grace Commission Report of 1983 to President Reagan.  Not a penny of our income taxes goes to the U.S. Government for the Services you expect.  It all goes to The Federal Reserve in the form of interest and they own your income taxes for their own private use.  When the U.S. Government begs them for more money, for all the stuff they spend money on, The Federal Reserve re-lends them our income taxes, at additional interest.  Nice business model hey?</span></p>

<p class="times">Politics has its puzzling moments. John McCain and most of the GOP experienced one late last week. That was when five of their own set about dismantling the best issue Republicans have in the upcoming election.</p>
<p class="times">It&#8217;s taken time, but Sen. McCain and his party have finally found &#8212; in energy &#8212; an issue that&#8217;s working for them. Riding voter discontent over high gas prices, the GOP has made antidrilling Democrats this summer&#8217;s headlines.</p>

<p class="times">Their enthusiasm has given conservative candidates a boost in tough races. And Mr. McCain has pressured Barack Obama into an energy debate, where the Democrat has struggled to explain shifting and confused policy proposals.</p>
<p class="times">Still, it was probably too much to assume every Republican would work out that their side was <em>winning</em> this issue. And so, last Friday, in stumbled Sens. Lindsey Graham, John Thune, Saxby Chambliss, Bob Corker and Johnny Isakson &#8212; alongside five Senate Democrats. This &#8220;Gang of 10&#8243; announced a &#8220;sweeping&#8221; and &#8220;bipartisan&#8221; energy plan to break Washington&#8217;s energy &#8220;stalemate.&#8221; What they did was throw every vulnerable Democrat, and Mr. Obama, a life preserver.</p>
<p class="times">That&#8217;s because the plan is a Democratic giveaway. New production on offshore federal lands is left to state legislatures, and then in only four coastal states. The regulatory hurdles are huge. And the bill bars drilling within 50 miles of the coast &#8212; putting off limits some of the most productive areas. Alaska&#8217;s oil-rich Arctic National Wildlife Refuge is still a no-go.</p>
<p class="times">The highlight is instead $84 billion in tax credits, subsidies and federal handouts for alternative fuels and renewables. The Gang of 10 intends to pay for all this in part by raising taxes on . . . oil companies! The Sierra Club couldn&#8217;t have penned it better. And so the Republican Five has potentially given antidrilling Democrats the political cover they need to neutralize energy through November.</p>
<p class="times">Sen. Obama was thrilled. He quickly praised the Gang&#8217;s bipartisan spirit, and warmed up to a possible compromise. Of course, he means removing even the token drilling provisions now in the bill. But he&#8217;s only too happy for the focus to remain on the Gang&#8217;s efforts, and in particular on the five Republicans providing his party its fig leaf.</p>
<p class="times">Equally gleeful was Louisiana&#8217;s Mary Landrieu, the Senate&#8217;s most vulnerable Democrat. She had been sweating the energy debate, especially after her vote against more oil-shale production &#8212; a position her Republican opponent, John Kennedy, had used against her to great effect. Yet there she was, chummily standing with the Gang of 10 and boasting that she is working with &#8220;five Republicans&#8221; to &#8220;lower prices at the pump by increasing offshore drilling here at home.&#8221;</p>
<p class="times">Mr. McCain, who had been commanding the energy debate, was left to explain why he, of <em>all</em> people, wasn&#8217;t more enthusiastic about a &#8220;bipartisan&#8221; effort on energy, especially one that includes &#8220;drilling.&#8221; His camp was forced to take refuge in taxes, explaining that their boss couldn&#8217;t sign up for a bill that included more. If this is what Mr. McCain&#8217;s good friend Lindsey Graham considers &#8220;helping,&#8221; somebody might want to ask him to stop.</p>
<p class="times">And pity poor Senate Minority Leader Mitch McConnell, who has been working overtime to stanch GOP losses this fall and head off a filibuster-proof Democratic Senate. His dogged efforts to highlight Democratic opposition to drilling has kept energy in the news and laid the groundwork for GOP candidates to use the issue to their advantage.</p>
<p class="times">In the Colorado Senate race, Democrats had christened former GOP Rep. Bob Schaffer &#8220;Big Oil Bob&#8221; &#8212; hoping to smear his oil industry career. &#8220;Big Oil Bob&#8221; has instead embraced his pro-drilling positions and is pummeling opponent Mark Udall for his antidrilling stance. In recent weeks, Mr. Schaffer has erased Mr. Udall&#8217;s lead. Polls show Republican Sens. Norm Coleman (Minnesota) and John Sununu (New Hampshire) both climbing in the polls on the back of strong energy arguments. As two of the GOP&#8217;s most vulnerable senators, both might well have run for cover with the Gang of 10. Instead they&#8217;re fighting on the merits.</p>
<p class="times">The &#8220;bipartisan&#8221; Republican senators have undercut these efforts, and boosted Ms. Landrieu. They&#8217;ve even put a smile on Senate Majority Leader Harry Reid&#8217;s face. He&#8217;d been struggling to tamp down the energy debate through November, where he hopes to increase his majority and permanently shelve drilling. He&#8217;s now counting on the Gang to fruitlessly continue &#8220;negotiations&#8221; straight through the Senate&#8217;s short September session and solve his problem for him.</p>
<p class="times">Not one of the five Republicans in the Gang is facing a tough election this year. That&#8217;s the sort of security that leads to bad decisions. And theirs is the sort of thinking that could leave Republicans in a permanent minority.</p>

<p>Republicans are so misleading. Offshore drilling won&#8217;t move gas prices a bit. So we drill more oil and the world continues to grow by billions more people and we&#8217;re still in the same boat we were in before offshore drilling. Oil is not the answer&#8230; short or long term. Get a grip.</p>

If the majority of Congressmen and women, like Nazi Pelosi and Senator Dingy Harry Reid, Senator Russ Feingold (D-WI), Senator Herbert Kohl (D-WI) and Congressman Steve Kagen (D-WI) work so hard to make sure that the price of gasoline remains so high or goes higher by maintaining the legislation that makes it illegal to produce it from our own resources, how can any of us think they are on our side?

These people are fighting for us!  We must show them support!  What are you going to do, what is it worth to you, to help these Congressmen / women lower our price on energy, gas and food?

<p class="MsoNormal" style="margin: 0in 0in 0pt"><span style="color: #000000"><span style="font-family: Verdana">Congresswoman Nancy Pelosi (D-CA) has adjourned for a “vacation” while all of us are suffering super sky high gasoline prices as well as utility prices.  Does she and her ilk represent you?  Somehow I do not believe that the American people want to go broke like Nazi Pelosi is “leading” us.</span><span style="font-size: 7pt;font-family: Verdana"></span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt"><span style="color: #000000"><span style="font-family: Verdana">Last Friday she turned off the microphones, the C-Span TV Cameras, and even the lights of the House in the attempt to stop about 1 dozen Republican Congressmen, who really care about us and our economy, from forcing her to allow an up or down vote on an energy bill where all forms of energy would be developed and oil and gas exploration and drilling would be legalized offshore around the continental shelf.  Nazi Pelosi has indicated that it is not her intention to allow an up or down vote.</span><span style="font-size: 7pt;font-family: Verdana"></span></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt"><span style="color: #000000"><span style="font-family: Verdana">Besides turning out the lights Nazi Pelosi called the Capitol Hill police and ordered them to remove the Congressmen, who were fighting for us to lower gasoline prices, from the building.  If the high gas price caused by Congressional legislation doesn’t tick you off, that has got too!   I was hot already!  Talk about adding fuel to the fire!</span><span style="font-size: 7pt;font-family: Verdana"></span></span></p>

<p><span style="color: #00ffff">Every day these people purposely make us poorer and poorer.  And, what&#8217;s more, they KNOW they are doing it to us.  Are we going to let them get away with it?  I&#8217;m not!  I&#8217;m as mad as hell and I am doing everything I can to stop them from hurting us financially and from stealing our FREEDOM (from Government).</span></p>
