While California’s economic struggles, such as issuing IOUs to state employees and business contractors, have been well documented, many more states are facing a combination of economic, money-management and political pressures that are driving them to the brink of collapse. The Pew report cites high home foreclosure rates, increasing joblessness, declining state revenues, poor money management, legal and political obstacles to balanced budgets and the size of budget gaps as the six factors that contribute to most of the problems.

Yesterday, the Senate passed a budget that was approved by a Conference Committee on a 17 to 15 vote with your senator, Dave Hansen voting in favor. A Conference Committee is a panel of legislators formed to iron out differences between the Senate and Assembly when they pass different budgets. The budget that came out of that committee raises taxes over $2 billion, property taxes an additional $1.5 billion, and increases government spending by nearly 7 percent. As well, there are non-fiscal policy provisions that changed in this budget compared to the Senate and Assembly versions, including those dealing with automobile insurance. This change is very important for Northeast Wisconsin drivers who, if it is enacted into law, will be paying higher insurance rates to subsidize high risk drivers in areas like Milwaukee.

Why is this budget fatally flawed? There are numerous reasons and many of them are very complex. Too complex to explain in a few paragraphs. In no particular order, these are just a few of the problems I have with this budget and how it hammers the middle class – the very segment of the population the Democrat majority purports to protect.

During the 1990’s, Wisconsin enacted legislation to encourage recycling and waste reduction, including prohibiting certain items from being placed in landfills and establishing financial assistance payments to local governments to operate local recycling programs. To fund these programs, businesses and municipalities pay a variety of surcharges and tipping fees on every ton of solid waste disposed of in landfills throughout the state. Essentially, tipping fees are taxes paid on garbage.

This RECALL is NOT a partisan issue. It is simply an UP or DOWN issue and I think it is time to stand up, pull up our britches and push the lever because either the ENTIRE State of Wisconsin, with a nearly $7 BILLION Dollar DEFICIT, is going down the crapper or Doyle is.
The vast majority of our State of WI representatives are doing NOTHING but filling up the budget and taxation DOYLE-LETT with all sorts of crap. AND, BOY, DOES IT STINK!

In February of this year, Governor Doyle introduced a budget that spends $63.1 billion, raises taxes and fees $3.2 billion, and increases spending by 7.7 percent over the previous biennial budget. Since that time state revenues have dropped sharply and an additional $1.6 billion was added to the $5.7 billion budget deficit. With jobs continuing to be lost in our current recession state revenues continue to fall adding to our already huge deficit.

Over 50 people packed the American Legion hall in Manitowoc to hear how they could initiate what would be only the third recall of a sitting US Governor in American history.
Now originally I was a little skeptical. Yes we don’t like him, but can we recall him because he’s raising every tax and fee in town? Orville from CRG makes a compelling argument: Elections are for hiring, and Recalls are for firing.

At a time when families are struggling to pay bills and keep their jobs, the Governor is proposing to add to their burden by raising taxes and increasing government spending ($4.5 billion) to record levels. The nonpartisan Legislative Fiscal Bureau released a memo this week that detailed all of the fee and tax increases in the budget. The tax and fee increases are roughly $1.5 billion and $240 million respectively. These increases do not include $1.2 billion in tax increases that were in the budget repair bill proposed and passed by the Democrats in just 48 hours last month.

Governor Doyle says a proposal to create a statewide domestic partner registry would not violate Wisconsin’s Constitution.
A provision in the proposed state budget would allow same-sex couples to register as domestic partners at the county level. The budget language says registered domestic partners would be extended certain dependent or survivor benefits for employee benefits, health and mental health and after-death decision making, probate matters, property matters, and motor vehicle titles.
